This requirement is for Military Flight Dispatch & Integrated Navigation Data (INDS) services for U.S. Coast Guard C-37A/B & C-39A aircraft. Services include FAA-required, current, certified aeronautical charts, secure international operations, flight planning, dispatch, runway analysis, and integration with Honeywell avionics. Period of Performance: July 4, 2026 – July 3, 2027 Place of Performance: Washington, DC 20593, USA NAICS Code: 518210 – Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services PSC Code: 1680 – Miscellaneous Aircraft Accessories and Components Statutory Authority: FAR 6.302-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Justification for Sole Source: Jeppesen ForeFlight is the only provider capable of delivering the required integrated military dispatch and navigation data services compatible with the USCG’s Gulfstream C-37A/B & C-39A aircraft and Honeywell avionics suite. The services are essential for meeting FAA, ICAO, and host-nation requirements, and for ensuring safe and compliant global operations. No other vendor can provide the required compatibility, integration, and security necessary for USCG’s mission-critical executive airlift. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation is available for this requirement. However, any firm that believes it can meet the requirements may submit a capability statement, which may be considered by the agency. Responses must provide clear and convincing evidence that competition would benefit the government and that interested parties would be likely to participate. Instructions for Capability Statements: Interested vendors should submit a capability statement detailing their technical approach, relevant past performance, and ability to meet all requirements outlined in the Performance Work Statement (PWS). Response Deadline: Responses must be received by June 27, 2026, 12:00 PM (noon) EST. SAM Registration: All responding vendors must be registered in the System for Award Management (SAM).
