Amendment 1 The purpose of this amendment is to change the bid submission date from 27 July 2026 to 06 August 2026 and to answer questions submitted by potential bidders. Questions: Please confirm the actual bid submission date for this solicitation as there are two dates reflecting on SAM.gov portal 27th July & 6th August, respectively. Two dates were accidentally listed in the initial solicitation. The solicitation has been amended to change the due date for bid submission to 06 August 2026 NLT 3pm EST. Section 2.4 AFFF and Other PFAS Related Wastes: Note: At the time of award of this contract, incineration is prohibited for the treatment of AFFF/PFAS-related wastes designated for disposal. Question: The DoD moratorium on hazardous waste incineration of PFAS has been released as of the attached publication in February 2026. Can you confirm that this contract will follow the guidance and allow for PFAS incineration at facilities meeting the DoD specifications? Yes, this contract will follow the DoD memorandum and allow for PFAS Incineration. Are you looking for cost estimates per location, or should we submit a single comprehensive bid? Please submit a comprehensive bid PWS section 1.1.2 mentions that we are responsible for obtaining all necessary licenses, permits, and reports for waste disposal. However, it is unclear whether we need to secure base passes for individual units. The document suggests that we may need to attend various government-provided training and orientations, such as pass and ID requirements and antiterrorist training. Could you clarify whether securing this contract automatically provides us with the necessary credentials to access all units, or do we need to validate access separately? CACs will only be utilized when absolutely necessary for access to Bases and only if the contractor employee will routinely be performing on-site visits. Please refer to Attachment 2_ Hawaii PWS section 1.1.2(b) and Attachment 10_CAC Application Process for the necessary processes for obtaining credentials. Securing the contract does not automatically provide necessary credential to access all units. Is there a site visit scheduled for this bid opportunity? That would be worked through the COR/KO as each installation has different access requirements, but the contractor would still have to meet all security access requirements prior to the site visit. Historic Generation information does not provide actual pickup location. Please identify the pickup location or Pick up DODAAC for each line item. Please see the updated Historical Usage chart which is part of the updated Hawaii PS. Why do the Requested HIN Qty not match the Noun Description QTY? Which QTY is accurate. See Example below: The COR/generator may have estimated the quantities when they submitted the 1348. Generators at installations may contractually use an “estimate” for the weights they are projected to turn-in. CLIN CY08M6 – Please explain the CLIN Suffix?M6. This is not shown on the CLIN Suffix Table. The M6 CLIN is a (Hawaii only) suffix for 30” x 52” cylinders. Historic Gen data shows HIN NR77C7 shipped in IBC BAGs. What are the dimensions of these bags? How are these IBC Bags currently being transported? Are they being transported in van/sea containers or via rolloff container? Please provide waste material profile and 5 previous manifests. The dimensions of the IBC bags are 3’ X 3’ X 3’ (cubic yard supersacks). Bags are placed in end dumps and transported to a local landfill. No manifests are included. LP03: Lap Packs/Loose Packs, Flammables and Flammable Corrosives, e.g., adhesives, lubricants, and sealants. No paints or coatings eligible for LP14 or LP16. TX96 allows for Landfilling of SHT tiles; our understanding was that the Navy did not authorize this process. Before bidding, we would like confirmation that the Navy approves of landfilling these tiles. SHT tiles will only be incinerated on this contract. Landfilling under TX96 is only authorized at our JBLM site. Work requires the selected contractor to provide for the removal, transportation, and disposal of Resource Conservation and Recovery Act (RCRA) hazardous wastes, non-RCRA wastes, State-Regulated wastes, Non-State Regulated wastes, Universal Wastes, Compressed Gases, Polychlorinated Biphenyls (PCBs), and Per- and Polyfluoroalkyl Substances (PFAS) located on or around military installations within the state of Hawaii, to include the outer islands, or within a 50-mile radius of any pickup location listed on the Pickup Locations Table (Attachment 3) of the contract. Additional pick-up locations within Hawaii may be added during the life of this contract at no additional cost to the government. The following additional information is provided in accordance with FAR 12.603(c)(2). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation SP450026R0010 is issued as a Request for Proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective March 13, 2026.
