RFP - ProTech Space-Based Environmental Monitoring (SBEM) Domain IDIQ and TO-1

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 1305M426R0011 is issued as a Request for Proposal (RFP) in support of the National Oceanic and Atmospheric Administration’s (NOAA) Professional, Scientific, and Technical Services Program (ProTech) 2.0 Space-Based Environmental Monitoring (SBEM) Domain Indefinite Delivery/Indefinite Quantity (IDIQ) and its associated Task Order 01 procurement. NOAA intends to acquire commercially-produced satellite-based terrestrial and space weather data across multiple Functional Categories. Through this acquisition, NOAA aims to operationalize and expand the use of commercial observation data to complement existing government observing systems, advance environmental monitoring, and improve weather forecasting, numerical modeling, space weather prediction, and decision support services across NOAA’s mission areas. AMENDMENT 0003 The purpose of this amendment (0003) is to provide "RFP Questions & Answers Compilation (5.19.2026)_Amendment 0003" and reflect the following changes: 1. Revised RFP L.6.2.1(c) from "(Standard Form 33)" to "(Standard Form 1449)." 2. Removed CAR clause 1352.209-71, Limitation of future contracting. 3. Revised RFP L.6.2.1(f) by adding: "If an Offeror believes there are zero subcontracting opportunities, they must provide a detailed written rationale within their Volume I-Business explaining why the work cannot be subcontracted."
