Big Bang’s Capabilities Growth, Continued Relevance, and Operations Team (Cosmic Dawn Team 2) (FA8307-26-R-B004) This is a Notice of Intent to consolidate requirements in accordance with (IAW) FAR Overhaul 7.107-3, Notifications. The AFLCMC/HNCK Platform One (P1) Contracting Office plans to solicit an offer for Big Bang’s (BB) Capabilities Growth, Continued Relevance, and Operations Team (Cosmic Dawn Team 2) (FA8307-26-R-B004) requirement. The acquisition team will seek a solution for a holistic platform stewardship to maintain, improve, and adapt BB’s capabilities in response to user needs and evolving mission requirements. This includes proactive enhancement, infrastructure automation, support for classified and unclassified environments, and alignment with Department of War (DoW) Development Security and Operations (DevSecOps or DSOP) objectives. The contractor shall deliver end-to-end support to sustain, evolve, and enhance the BB platform. This includes software maintenance, infrastructure automation, user support, and lifecycle documentation to ensure BB remains secure, efficient, and aligned with evolving mission needs. Additionally, it will be required to collaborate with other BB teams and Platform One teams to fulfill overall strategic objectives as directed by the government. The contracting office has conducted market research that demonstrates the consolidation of three (3) existing Basic Ordering Agreement (BOA) orders to be necessary, justified and in the best interest of the government. The four BOA orders that will be consolidated are: FA830723FB012 FA830723FB013 FA830723FB018 The government intends to solicit and negotiate with the vendor that provides the most technically capable solution under the current Commercial Solutions Opening (CSO) on Platform One Solutions Marketplace (P1SM) in accordance with 10 U.S.C. 3458 and DFARS 212.70. The resultant contract will consist of an eight (8) month base period and four (4) one-year option periods. Note: Prior to 1 Feb 26, the 30 day notice on a GPE was only applicable to ’bundling’ acquisitions. As of 1 Feb 26, the 30 day notice on a GPE applies to both Consolidation and Bundling. SAM.gov only offered a notification type as “Notice of Bundling/Substantial Bundling’; therefore, I used “Special Notice’ as notification type.
