Description

This is a Sources Sought Notice issued solely for market research purposes in accordance with FAR Part 10. This is not a solicitation, Request for Proposal (RFP), or Request for Quote (RFQ). Responses are not considered offers and cannot be accepted by the Government. Purpose The Indian Health Service (IHS), Gallup Indian Medical Center (GIMC), Gallup, New Mexico, is conducting market research to determine the availability and capability of qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of providing professional medical coding, auditing, and medical data entry support services under the authority of the Buy Indian Act. The Government intends to use responses to determine the appropriate acquisition strategy, including whether sufficient qualified IEE/ISBEE vendors exist to support a Buy Indian Set-Aside. Description of Requirement The contractor shall provide remote medical coding, auditing, and data entry support services for approximately 36,000 medical encounters over a six-month period. Services include: ICD-10-CM coding CPT and HCPCS coding Evaluation and Management (E/M) coding Medical record auditing RPMS Patient Care Component (PCC) coding Electronic Health Record (EHR) documentation review Data entry Coding quality assurance Encounter tracking Monthly reporting Bi-monthly coding audits The contractor shall support inpatient and outpatient encounters across numerous medical specialties. The contractor shall: Maintain at least 98% coding accuracy Complete coding within four business days of assignment Perform bi-monthly audits of at least 10% of coded encounters Comply with HIPAA, Privacy Act, FISMA, and all IHS security requirements Perform all work within the United States Personnel shall possess current: AAPC certifications; or AHIMA certifications Experience with: RPMS IHS Electronic Health Record Medical coding in Federal or Tribal healthcare environments is highly desirable. The anticipated contract type is Firm-Fixed Price. Period of Performance: Six-month base period Potential six-month option period Capability Statement Requested Interested IEE and ISBEE firms shall submit a capability statement that includes: Company name UEI CAGE Code Business size Confirmation that the company qualifies as an IEE or ISBEE under the Buy Indian Act Primary NAICS code Point of contact information Relevant experience performing similar medical coding contracts within the past five years Experience using RPMS and IHS Electronic Health Record systems Number of certified coders currently employed Types of coding certifications held (AAPC, AHIMA, etc.) Ability to meet monthly production requirements of approximately 6,000 encounters Quality assurance process Experience supporting Federal healthcare agencies, Tribal healthcare facilities, or IHS facilities Copies of any relevant CPARS, references, or past performance information Responses Email responses shall include the subject line: Sources Sought – Medical Coding Support Services – Gallup Indian Medical Center This Sources Sought Notice is issued solely for market research.
