Description

This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. All businesses, regardless of size; capable of providing these services, are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm's previous experience performing similar work and used to determine an appropriate procurement strategy, in particular, whether a small business set-aside is warranted or an alternate procurement strategy. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. Proposed Project: The Bureau of Reclamation (Reclamation), Lower Colorado Basin, Multi-Species Conservation Program (MSCP), has a requirement to replace two existing HVAC systems on two bunk houses at Planet Ranch Conservation Area (PRCA). PRCA is located in a remote area outside of Parker, Arizona along the Bill Williams River. Access to the site is via an unpaved, sometimes primitive road that may be affected by weather and local conditions. Contractors should plan accordingly for transportation of personnel, materials, and equipment. Building 1 is approximately 3,000 square feet and Building 2 is approximately 2,400 square feet. Both buildings are single story houses. To support onsite work, contractors will have the option to stay in the existing bunk houses for the duration of the HVAC replacement activities. Government-furnished heavy equipment, including a telehandler, will be available onsite for use in removing the two existing HVAC units from the roof. This equipment may be used by the contractor in accordance with Reclamation's standards for government-furnished property. Principal components of work are as follows: 1. Removal and disposal of the two existing roofs mounted electric dual heating and air-conditioning units. 2. Roof repairs will include, but are not limited to the replacement of plywood, weather shielding, underlayment, and shingles. 3. Purchase and deliver two new ground mounted electric dual heat and air-conditioning units. 4. Placement of steel reinforcement and concrete pads for ground mounted air-conditioning units. Ground mounted units must include installation of new electrical, ductwork, and air handlers placed inside the residential buildings. All ductworks shall be insulated and metal to reduce pest intrusion. 5. The installation of new thermostat systems in each of the residential buildings that is compatible with the new HVAC systems if required. 6. Testing and analysis of the replacement system to determine that the systems are functioning properly. The applicable North American Industry Classification System (NAICS) Code 238220, Plumbing, Heating, and Air-Conditioning Contractors with a corresponding small business size standard of $19M. Interested firms are requested to submit the following information: 1. Name and address of Firm 2. Phone number 3. Email Address 4. Unique Entity ID (formerly DUNS Number) 5. Size status/SBA certifications (Small business, Women Owned Small Business, HUBZone, Service-Disabled Veteran Owned Small Business, other) 6. Capability Statement (not to exceed 10 pages). A brief summary of capabilities to include demonstration of the firm's capability to perform the work. Previous procurements performed of similar size and complexity to include references with point of contact information.
