Description

This is a pre-solicitation notice of a proposed contract action for the Acquisition of Commercial Products and Commercial Services. This is not a solicitation or invitation for offerors to submit bids. The Federal Bureau of Prisons (FBOP), located at 320 First St. NW, Washington DC, anticipates issuance of solicitation for a single award of a firm-fixed price (FFP) contract for Inmate Use Tablet Implementation. The Implementation will consist of providing all necessary hardware, software, network infrastructure, and deployment support to implement a tablet program to be utilized by approximately 150,000 inmates at 115 FBOP institutions throughout the United States. The intent of this award is to provide each inmate with an individual tablet. All services provided must ensure full compliance with federal IT security and accessibility standards. All solutions must adhere to the requirements of the Federal Information Security Modernization Act (FISMA), be hosted within AWS GovCloud or Azure GovCloud with FedRAMP certification and comply with all Department of Justice (DOJ) and Office of Management and Budget (OMB) cybersecurity directives. Devices must also provide built-in note-taking functionality, deaf and hard-of-hearing accessibility features such as text to speech and speech to text, Tactile keyboard options for individuals with disabilities, and comply fully with Section 508 standards to ensure equitable access for all users. All IT equipment shall be Trade Agreements Act (TAA) compliant and meet FBOP security requirements. The Period of Performance will include a three-year base period followed by five one-year option periods. This requirement will be solicited open market on an unrestricted basis. All responsible sources may submit a proposal which shall be considered by the BOP. A solicitation will be issued on or about January 16, 2026, and will be posted to SAM.gov, with an estimated closing date of February 5, 2026. Hard copies of the solicitation will not be made available. The website provides download instructions. Any secure/locked documents (if applicable) uploaded with the solicitation will require an active Sam.gov vendor registration for access. Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. Award selection shall be made on a best value basis for the Government. The BOP has established a decisional rule criterion requiring all offerors to clearly demonstrate they have verifiable corporate experience implementing, supplying, and operating inmate use tablets in a State Department of Corrections (DOC) or Federal Correctional setting for a minimum three-year period as of the date the Request for Proposals (RFP) is issued. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov.
