Notice of Intent to Award a Sole Source Contract – FY26 Grand Forks AFB Mobile Automated Ultrasonic Scanner (MAUS) Maintenance THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS This is a notice of intent to award a sole source contract under statutory authority 41 U.S.C. 1901, as implemented by Revolutionary FAR Overhaul (RFO) 12.102. Further delineated under 10 U.S.C. 3204(a)(1): “the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency”. The 319th Contracting Squadron, Grand Forks Air Force Base (AFB), North Dakota, requires annual maintenance, calibration, and repair services for MAUS equipment used by the Nondestructive Inspections (NDI) Lab to inspect RQ-4 airframes for cracks, dis-bonds, and delaminations. The anticipated contract will provide for the uninterrupted service and operational support of the MAUS units in accordance with the Performance Work Statement (PWS). Award to an unauthorized contractor would result in unacceptable delays, potential damage to multi-million-dollar equipment, and the voiding of existing warranties due to the highly specialized, proprietary nature of the Boeing Global Services AUSS Mobile product line. The loss or degradation of MAUS inspection capabilities would severely compromise the structural integrity and flight safety of the RQ-4 mission at Grand Forks AFB. Based on the results of a recent Sources Sought Notice (posted on SAM.gov on April 15, 2026), no other interested vendors were found to be capable or authorized to provide maintenance services for the MAUS system. The Original Equipment Manufacturer, Boeing, has provided a formal declaration acknowledging that NDT Solutions, LLC is the sole authorized distributor and service provider for this product line, holding exclusive access to the required proprietary technical data and parts. Therefore, only NDT Solutions, LLC is capable of providing these services without incurring unacceptable mission risk or schedule impacts. The Product Service Code (PSC) is H316, and the North American Industry Classification System (NAICS) code is 811210. Interested businesses may identify their capability to fulfill this requirement by submitting a capability statement. Responders must clearly demonstrate in their capability statement that they possess the OEM-authorized access to proprietary data, parts, and trained personnel required to service Boeing MAUS units, ensuring no service interruptions or added investment costs to the Government. Documentation submitted shall not exceed 5 pages and must be submitted electronically. Submit capability statements by email to 2d Lt Cronin, Jarred, Contract Specialist, at jarred.cronin@us.af.mil no later than 04 August 2026, 1000L Central Standard Time (CST).
