Comprehensive Support for Removal Operations

Dear Industry Partners, The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), on behalf of the DHS Office of the Under Secretary for Management, intends to issue a solicitation to obtain comprehensive support for removal operations. The Department of Homeland Security (DHS) seeks innovative, effective, and efficient support services for removal operations under the Assisted Voluntary Return (AVR), Voluntary Departure (VD), and Incentivized Voluntary Departure (IVD) programs. Following is the notional timeline of key events: Virtual Industry Event: Late July/Early August 2026 Revised final draft solicitation: Early August 2026 Final Solicitation release: August 2026 Proposal due date: September 2026 Anticipated award: TBD Attached is a draft solicitation for the requirement for your review. The Government is not accepting any questions on this initial draft solicitation at this time. The resultant contract type will be Indefinite Delivery/Indefinite Quantity (IDIQ). Questions and comments will be accepted once the revised final draft solicitation is released in early August 2026.
