Description

The Army seeks to collaborate with industry to inform how it might solve a defined set of Digital Engineering (DE) problems and shape a consolidation strategy for DE tools, services, and licenses. The scope of this RFI is focused on the Engineering & Manufacturing Development (EMD) and Technology Maturation & Risk Reduction (TMD) portions of the acquisition lifecycle, spanning requirements, architecture, modeling, simulation/analysis, verification & validation (V&V), virtual prototyping, 3D Computer-Aided Design (CAD)/physical prototyping, and testing. Additive manufacturing, logistics, supply, and sustainment operations are out of scope for this RFI, as those responsibilities reside elsewhere. Today, the Army utilizes a plethora of DE Ecosystems and tooling. As a result, model-based systems engineering (MBSE) and architecture data are locked in individual tools and stored in disparate systems there is no common repository, tool proliferation is high, and there is a lack of guidance on which tools to use and how to use them. The Government has been directed to consolidate tools, services, and licenses, but must do so without disrupting ongoing PM execution and while avoiding vendor lock-in and locked-in data. This RFI is organized by Problem Statement (PS). For each problem, the Government describes what it is experiencing and invites respondents to share how such problems are typically addressed using existing systems and tools, so responses are directed, concise, and informative.
