General Services Administration (GSA) seeks to lease the following space: State: FL City: Jacksonville Delineated Area: North: State Road 202 (J Turner Butler Blvd) East: Beach area within Jacksonville/St. John's County South: CR 210 West: St. John's river Minimum Sq. Ft. (ABOA): 750 Maximum Sq. Ft. (ABOA): 1,095 Space Type: Office Parking Spaces (Total): 3 Parking Spaces (Surface): 3 Parking Spaces (Structured): 0 Parking Spaces (Reserved): 0 Full Term: 180 months Firm Term: 120 months Option Term: N/A Additional Requirements: Please submit site control with Expression of Interest and reference procurement number 0FL2441. Space Requirements: Access to the coastal fishing industry is critical to the National Marine Fisheries Service’s (NMFS) mission. Proximity to the interstate away from the central business area with better access to coastal state routes is required in facilitating the NMFS’s mission. Many of NOAA’s stakeholders, owners/operators and captains work and reside along the coast and outside of the central business area. This office covers a large geographical area. This includes North to Brunswick, GA and South to Titusville, FL. Therefore, a location south and east of Jacksonville, FL better serves the mission of the NMFS. The Law Enforcement operations conducts legally sensitive interviews used in legal proceedings. These operations cannot be conducted in shared offices. NOAA has a requirement in Jacksonville, Florida. Jacksonville, Florida is well positioned along the east coast to support this law enforcement mission. SPECIAL SPACE REQUIREMENTS (OLE): Interview Room Shall include two voice and two data lines terminated to the Telcom closet, (Isolated Ground) power outlets for computers, and regular power outlets Projector screen or supporting structure for display mount. If utilized, the display mount must be secured to supporting structure and capable of carrying ~74lbs (Mount + TV) Floor shall be commercial grade carpet tile Lights shall be dimmable 2’-0” x 2’-0” or 2’-0” x 4’-0” recessed modern lighting fixtures Shall have a secured, closed door office separate from the primary office space. If possible the interview room should not have any direct access to the primary office space Sound proofing to ensure privacy and improve the quality of the audio recording. STC 45 rating. Adequate/adjustable ventilation and proper climate control to ensure comfort for the victims, witnesses and alleged suspects being interviewed or interrogated Partition walls slab to slab Evidence Room Secured, locked, access controlled room with a caged area that has no outside access, nor access over the walls through drop ceiling tiles. Walls and ceilings to be constructed using one of the following: 1) solid concrete blocks or concrete-filled cores extending from the floor deck to the underside of the roof deck. 2) Gypsum board and metal studs with heavy security mesh installed between the studs and drywall. For the Gypsum board / metal stud option, security mesh must cover ceilings and walls. Security Mesh Specs: Material: Type II, Class 1 - Carbon Steel - Mesh, Complying to ASTM F1267 (Type II, Class 2 – Galvanized. Minimum 9 Gauge, 0.108” thickness; ¾” diamond opening; Spot welded 12” on center on vertical framing members. Caged area shall have a sliding door to accommodate the installation and removal of freezers as normal operations result in eventual replacement Properly vented. Some items collected, like marine life parts, can emit an odor, even when properly packaged Segregated area to store weapons and sensitive items (grand jury evidence) Emergency Power if available for the freezer Wall and Ceiling require wire mesh in walls and ceiling evidenc Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required, inclusive of all costs for overtime utilities. Offered space shall not be in the 100/500 year flood plain. Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). ).
