Description

U.S. Customs and Border Protection (CBP) intends to award a sole-source contract to Scientific Research Corporation (SRC) in accordance with Federal Acquisition Regulation (FAR) Revolutionary FAR Overhaul (RFO) Subpart 6.103-1 entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” CBP intends to procure technical support services necessary for the sustainment, maintenance, upgrade, modification, and repair (intermediate and/or depot-level) for various aircraft sensors and systems. These activities include: Seavue Radar, APG-66(V)5, Minotaur Mission System, TPX-54 IFF, NSIU computers, OSI computer variants, SADS computers, and ancillary systems. The requirement involves a vast number of older systems, including some systems and parts that are obsolete as described above. As the incumbent contractor, SRC has identified both technical and cost-effective solutions to preserve the life of these sensors and systems on behalf of the government. SRC can maintain all radar, mission computers, and sensors, including equipment that is no longer supported by the Original Equipment Manufacturer(s) (OEMs). Failure to award to SRC will have negative impact on the sustainment, maintenance, repairs, upgrades, and modifications for critical sensors and systems. Without this reliable source, there is a high probability that the requested services/equipment will be unattainable or/or delayed, which in turn will presents a significant risk the overall AMO mission. This notice is neither a request for proposal nor an invitation for bids. There is no formal solicitation available for this requirement at this time. If responsible sources feel they can meet the requirements, respondents must submit a capabilities statement displaying their ability to meet the requirements. Responses are due no later than July 9, 2026 by 1:00 PM or 1300 local Washington, DC time to Contracting Officer, Caitlin Jenkins at caitlin.m.jenkins@cbp.dhs.gov . Respondents must submit a capabilities statement displaying their ability to meet the requirements. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided.
