Responders are solely responsible for all expenses associated with responding to the Sources Sought Notice. The purpose of this announcement is to gain market research knowledge of potential qualified sources and their size classification. The Department of Veterans Affairs, Wilkes Barre VA Medical Center, 1111 East End Boulevard, Wilkes-Barre, PA, 18711, is seeking potential sources capable of providing (6) six Medication Workstation Carts and (120) one hundred twenty Bar Code Scanners in accordance with the Draft Statement of Need (SON) below. Please answer the following questions: Are you the manufacturer, distributor, or equivalent solution to the above items? If not, can you provide additional information, as shown below? This confirms compliance with the nonmanufacturer rule IAW 13 CFR 121.406(b) Nonmanufacturers. If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, Point of Contact, and size status (if available). If you re a small business, are you an authorized distributor/reseller for the items identified above? If so, please include your letter of authorization on the OEM s letterhead. If you re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter, assemble, or modify the items requested in any way? If you do, state how and what is changed, assembled, or modified. Responses to this Sources Sought Notice shall be submitted directly via email to jefferson.mann@va.gov. Responses that only include generic marketing material and do not provide for capability to meet requirements listed in the SON may not be considered. Responses must be received no later than 6:00 am ET, 07/27/2026. No solicitation document is available at this time. This notice is simply for Market Research Purposes Only. All information received in response to this RFI that is marked as proprietary will be handled accordingly. The VA will not reimburse any potential contractors for any costs associated with this Sources Sought Notice. Statement of Need Medication Workstation Carts and Bar Code Scanners Purpose: The Department of Veterans Affairs, Wilkes-Barre VA Medical Center located in Wilkes-Barre, Pennsylvania has a requirement for additional medication carts and bar code scanners. This equipment will enable the expansion of Bar Code Medication Administration (BCMA) into additional clinical areas. BCMA expansion is a national VHA priority for both enterprise standardization and preparing sites for transitioning to the new Federal EHR. The new medication carts and scanners will be aligned with National BCMA initiative compliance. Tasks and Deliverables: The Wilkes-Barre VA Medical Center has a requirement for 6 Computerized medication carts and 120 BCMA pre-programed wireless scanners, The minimum specifications required of the medication carts and associated accessories are: A. Outpatient Medication Cart Requirements Minimum 150W power system with 50ah Lithium Battery Onboard 20A charging, 120VAC Motorized work surface height adjustment. LCD monitor mount with motorized height adjustment Work surface of 17 W x 14.0 D with translucent protective cover or better Fan cooled, Electronic Locking PC compartment. 5 Caster wheels W/ 2 locking casters Electronic steer assist technology, with push button activation Ergonomic adjustable push handles, on cart front, w/ wrap around handles on sides and rear Power cord Slide-out keyboard tray w/ positive and negative tile w/ wrist rest. Mouse surface left or right LED keyboard light with brightness adjustment LED worksurface light w/ brightness adjustment LED med drawer lighting with manual on off Cart size minimum 20.0 W x 22 D Base footprint minimum 19 W x 20 D Tool-less , snap on, Battery cover. 3 year standard warranty with option to expand to 5 years Warranty will cover Mechanical components Electronic Components Lithium Battery Defects Lithium Battery Performance 24 monitor with privacy filter , 1080P HD LED Screen, w/ display port cable, 4 port USB hub, HDMI and VGA Ports Barcode scanner mount Medical grade keyboard Medical grade Mouse PIV reader with mount Medication and storage drawer cassettes interchangeable Electronic locking storage Two-tier drawer system 7 port USB hub. Medication carts needs to be complete and operate as a cohesive unit. All cabling and power requirements are included for a fully functioning unit. B. Medical Grade Scanners Scanner must be wireless Must have docking station that can be mounted to cart Must be pre-programed for VA BCMA applications. Must be VA OIT approved Must include a 3 year warranty or better Quoters shall provide documentation clearly demonstrating their proposed equipment meets or exceeds the specifications listed. Deliverables/Installation/Incidental Services: Qty 6: Computerized Medication Cart Qty 1: Authorized technician will complete the on-site setup, assembly, and integration of the 6 computerized medication carts. QTY 120: Wireless BCMA Programed and ready scanners with docking station. The vendor shall deliver to the Wilkes-Barre VAMC, located at 1111 East End Boulevard, Wilkes-Barre, PA for 6 computerized medication carts and 120 BCMA programed wireless Scanners, as specified within the requirements. The Wilkes-Barre VAMC shall oversee the assembly of carts and equipment. Warehouse point of contact is warehouse supervisor Dennelle Ripka at 570-824-3521 ext. 27177, nursing point of contact Mary Bosek at 570-824-3521 ext. 24011, and biomed supervisor Andrew Martin at 570-824-3521 ext. 7202 Delivery Requirements: The vendor shall begin delivery of the carts and accessories to the Wilkes-Barre VAMC, located at 1111 East End Boulevard, Wilkes-Barre, PA,18711-0030, within 90 days after receipt of award (ARO). Delivery will be required to take place during the medical center s normal business hours. The medical center s normal business hours are Monday through Friday from 8:00 am 4:30 pm, excepting Federal Holidays. Delivery and installation shall be coordinated with Logistics and Biomed. General Conditions: Vendor shall be an authorized distributor or manufacturer for the brand of equipment they are proposing. All parts and materials shall be medical grade, manufacturers recommended and approved for use in a hospital patient care area.
