Description?
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 08, in support of the Bay Pines VA Healthcare System, intends to award a single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for the furnishing, installation, implementation, maintenance, and support of a fully integrated chemistry and immunochemistry laboratory automation system with a cost per reportable result pricing structure. The contractor shall provide all equipment, reagents, calibrators, controls, consumables, software, interfaces, accessories, labor, supervision, installation, implementation, training, preventive and corrective maintenance, technical support, and all other supplies and services necessary to furnish a complete, fully operational laboratory testing system in accordance with the Statement of Work. The proposed system shall support the clinical laboratory at the Bay Pines VA Healthcare System by providing high-throughput chemistry and immunochemistry testing, integrated laboratory automation, workflow optimization, specimen management, and interoperability with the existing laboratory information system and applicable third-party instrumentation. This acquisition will be conducted as a competitive procurement in accordance with Revolutionary FAR Overhaul Part 15. Award will be made using the best-value tradeoff process. Evaluation factors will include Technical Capability, Past Performance, and Price. Non-price Factors 1 and 2 are significantly more important than Factor 3 – Price. The Government intends to award one (1) IDIQ contract with a five-year ordering period, a guaranteed minimum of $15,000.00, and a maximum aggregate ordering ceiling of $45,000,000.00. The solicitation, including all attachments and any amendments is available electronically in SAM.gov. Interested offerors are responsible for monitoring SAM.gov for the solicitation, amendments, and other procurement-related information.
