Description

The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for the Replacement of a Programmable Logic Controller at Stamford Hurricane Barrier, Stamford, CT. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project. The NAICS code for this procurement is 238210. The project is planned to be issued in the Spring of 2027 with construction to take place in the Summer of 2027. The estimated construction cost is between $500,000-$1,000,000. Project Overview: The U.S. Army Corps of Engineers (USACE) is pursuing the modernization of the Stamford Hurricane Barrier by upgrading the legacy Programmable Logic Controller (PLC) to a modern industrial automation platform with a touchscreen interface as well as refurbishing the abutment Hydraulic Power Unit (HPU) at each abutment. Parallel staging is required to ensure zero downtime and cyber compliance with gate operations. Detailed Scope of Work: This project entails the comprehensive modernization of the control and hydraulic power systems for the Stamford Hurricane Barrier. Under a single, integrated contract, the Contractor will replace the legacy, unsupported PLC system with a modern, secure industrial automation platform while executing two concurrent efforts. The first effort involves the systematic refurbishment of the HPU at each abutment. This work includes the containment and proper disposal of existing hydraulic fluids, followed by the replacement of wearable mechanical and electrical components, such as main and circulation motors, pumps, control valves, filters, and system sensors. Reusable structural components will be thoroughly cleaned, inspected, and certified prior to reinstallation. Concurrently, the Contractor will transition the control architecture to a modern industrial control platform. The legacy manual controls will be decommissioned and replaced with a consolidated operator console featuring an integrated touchscreen Human-Machine Interface (HMI) for primary operations, alongside a dedicated, hardwired manual backup panel. To preserve barrier readiness during construction, the new control system will be staged in parallel with the active system to minimize operational downtime and will be designed to meet all current industry cybersecurity and federal compliance standards. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm’s experience performing the work requirements stated above. The projects must have been performed within the last seven years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror’s effort and their experience must also have been performed within the last seven years.
