The Government does not intend to set-aside this procurement for a small business program. Codes for services or supplies: NAICS 541990, PSC R412 Description: This is a notice of intent to award a sole-source contract to Plymouth Marine Laboratory, and is not a request for competitive quotes. The National Oceanic and Atmospheric Administration (NOAA) Great Lakes Environmental Research Laboratory (GLERL) requires highly specialized scientific and oceanographic modeling services to develop, refine, and assess aspects of the Lake Erie Finite-Volume Community Ocean Model - European Regional Seas Ecosystem Model (FVCOM-ERSEM). This phase of development (Phase 4) focuses specifically on optimizing the biophysical model to simulate, predict, and analyze harmful algal blooms (HABs) and hypoxia dynamics within Lake Erie. While environmental modeling services are broadly available, specific expertise in coupling the FVCOM hydrodynamic model with the complex ERSEM biogeochemical model for Great Lakes conditions is uniquely possessed by Plymouth Marine Laboratory. No other organization possesses the specific technical capability and historical continuity required to execute Phase 4 of this model development. NOAA intends to award a sole-source contract to Plymouth Marine Laboratory under the authority of 41 U.S.C. 1901, using SAP up to $9M as authorized by RFO 12.201-1. The contract period of performance includes a 12-month base period. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, any firm that believes it can meet this requirement may provide written notification to the identified points of contact. A determination by the Government not to compete this requirement based upon responses to this notice is solely within its discretion. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
