A RFI was posted pm sam.gov’s GPE on 18 March 2026 and closed on 1 April 2026, three responses were received, and the Contracting Officer’s Representative preformed a technical evaluation, two of the responses were deemed not capable for the requirement, and one, The University of Notre Dame, was deemed capable for the requirement. A Notice of Intent was posted on sam.gov’s GPE on 14 April 2026, with a closing date of 28 April 2026. No responses were received. Therefore, market research determined a non-commercial FAR RFO Part 13 sole source award to the University of Notre Dame to be in the best interest of the Government.
