This Call for Solutions is issued under the Army Open Solicitation W9128Z-25-S-A002. The Army Contracting Command - Redstone Arsenal (ACC-RSA), on behalf of the office of United States Army Materiel Command (AMC), is seeking innovative solutions for Enterprise Transformation Capability in support of the Army's Organic Industrial Base (OIB). In alignment with the 2026 National Defense Strategy's directive to "supercharge the U.S. Defense Industrial Base," the Army is committed to a generational modernization of its OIB. The OIB is the bedrock of the Army's ability to generate, project, and sustain combat power. However, current modernization investments, while significant, are often executed as disconnected initiatives. This approach lacks the synchronization needed to build a truly adaptive and resilient enterprise. To remedy this, the Army is establishing a Government-owned Enterprise Industrial Transformation Capability. This capability will serve as the central mechanism to continuously translate strategic guidance into synchronized industrial action, ensuring the OIB remains aligned with evolving warfighter requirements. The Army's OIB currently lacks a repeatable, enterprise-wide methodology to guide its transformation, which impedes its ability to adapt to contested logistics, emerging technologies, and industrial vulnerabilities. This gap results in fragmented modernization efforts and sub-optimal allocation of resources, creating risk for the future force. The objective of this Call for Solutions is to procure an independent, solution-agnostic transformation partner to engineer, develop, and help institutionalize a Government-owned enterprise transformation capability. The Government does not seek a predetermined technical product or a contractor to implement solutions. Instead, this Call seeks innovative and repeatable methodologies that will equip the Government to improve enterprise-level decision-making. The partner will facilitate this transformation, while the Government retains all authority for policy, prioritization, investment, and operational decisions. The Call for Solutions document, outlining the full problem statement, required solution attributes, submission requirements, and evaluation phases can be found in the "Attachments" section below. The deadline to submit questions for Phase 1 is 31 July 2026 at 12:00 PM Central Time. The following shall be utilized in the email subject line: "Call for Solutions - Enterprise Transformation Capability // W9128Z-25-S-A002 (Question regarding section #)". Amendment 1 ( dated 7/30/2026): The purpose of Amendment 1 is to upload Q&A and to remove Section 8 from the attached Call for Solutions. Amendment 2 (dated 8/3/2026): The purpose of Amendment 2 is to upload Q&A Rev. 1, update the Solution Briefs Due Date/Time and Section 6.1.1 on the Call for Solutions, update the PSC, and extend the Solution Briefs due date/time. Amendment 3 (dated 8/3/2026): The sole purpose of Amendment 3 is to extend the Solution Briefs due date/time. Amendment 4 (dated 8/6/2026): The Government is revising its OCI strategy. Awardees of this Enterprise Transformation Capability will not be blanketly prohibited from competing for downstream implementation work. However, any offeror invited to Phase 3 will be required to submit a comprehensive OCI Mitigation Plan for Government approval, detailing how they will mitigate Biased Ground Rules and Unequal Access to Information. The purpose of Amendment 4 is to update Sections 7.1 and 8 on the Call for Solutions and upload Q&A Rev. 2. Amendment 5 (dated 8/10/2026): The sole purpose of Amendment 5 is to extend the Solution Briefs due date/time.
