Single Source Justification - TSA Facility Operations and Maintenance (O&M) Services

The Transportation Security Administration (TSA), Finance and Administration (F&A) and Contracting and Procurement (C&P) solicited and issued a purchase order based on soliciting only one source. Purchase Order No. 70T01026P7668N001 was awarded to The Building People, LLC (215 Depot Ct SE, Leesburg, VA 20175-3017) to provide continued Operations and Maintenance (O&M) services for the TSA Systems Integration Facility (TSIF) and Freedom Center (FC) while TSA awards a follow-on contract. The Contractor provides program management, mechanical services, electrical services, plumbing services, hoursekeeping (janitorial), equipment and systems tests/inspections, preventive/predictive maintenance, corrective maintenance/repair, and 24/7. However, due to multiple lapses in appropriations during Fiscal Year 2026, TSA was unable to facilitate a timely follow-on Task Order for this requirement. TSA requires additional time to solicit and award a new contract for this requirement but was unable to facilitate this process in a timely manner due to multiple lapses in appropriations during Fiscal Year 2026 (i.e., 10/1/2025 11/12/2025, 1/31/2026 2/3/2026, and 2/14/2026 4/30/2026). At the end of Fiscal Year 2025, TSA was refining the requirements for the recompete and assembling the necessary documentation; however, this process was severely delayed due to staff furloughs and the resulting administrative backlog. As noted, TSA intends to award the next contract under the AbilityOne Program.
