SOURCES SOUGHT: ANARK Sole Source Software Procurement Notice Type: Sources Sought / Intent to Sole Source Title: Anark Software Licenses / Maintenance NAICS Code: 541519 - Other Computer Related Services PSC Code: DA10 - IT and Telecom - Business Application/Application Development Software as a Service Response Due Date: 27 July 2026 at 12:00 PM EST INTRODUCTION The Naval Air Systems Command (NAVAIR), Commander, Fleet Readiness Centers (COMFRC), Patuxent River, Maryland, has a requirement and intends to procure annual Anark Software licenses, maintenance, and support services for the Aviation Product Lifecycle Management (AvPLM) Digital Thread User Program spanning COMFRC user sites. In addition to maintenance and support services for software, the Government requires an option to procure enhanced support services, to support NAVAIR with configuring the Anark Publish software for Computer-Aided-Design (CAD) tools, as well as supporting and extending the Anark Publish software with AvPLM. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1(b), as there is only one Original Equipment Manufacturer (OEM) capable of providing this specific proprietary software, and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Although the Government intends to sole source this requirement, all responsible sources may submit a capability statement, which shall be considered by the agency if received by the response deadline.
