Description

***SOURCES SOUGHT ONLY*** The Indian Health Service (IHS), Phoenix Indian Medical Center (PIMC), Phoenix, Arizona, is conducting market research to identify capable sources for the replacement and upgrade of the existing fire alarm control panel (FACP) and graphical user interface (GUI) system serving the PIMC hospital campus. The requirement includes removal and replacement of the existing fire alarm control panel with a NOTIFIER-compatible system or approved equal that is fully compatible with the existing fire alarm infrastructure and approximately 539 existing field devices in Building 233, including smoke/photo detectors, manual pull stations, duct and heat detectors, waterflow and supervisory switches, notification appliances, and water leak detection devices. Five additional campus buildings are also connected to the FACP located in Building 233. Existing field devices and loops will remain in place and are not intended to be replaced. The requirement also includes replacement of two existing annunciators; replacement of the existing GUI/workstation with the latest ONYXWorks GUI system or approved equal; required network hardware, power supplies, batteries, software licenses, and accessories; system programming and updated points lists; floor-plan graphics and device mapping; testing and commissioning; system cutover and phasing; training; and required closeout documentation. The system shall operate independently of the hospital LAN and shall not require internet connectivity, external data transmission, or cloud-based services. The contractor must demonstrate the capability and experience necessary to install, program, commission, and service a system of comparable size and complexity while maintaining compatibility with the existing NOTIFIER infrastructure. If proposing an equal solution, the respondent must clearly demonstrate how the proposed solution will provide full compatibility with the existing field devices, loops, system architecture, and required functionality without requiring replacement of the existing field devices and loops. All work shall comply with applicable fire/life-safety codes and the requirements identified in the Statement of Work. The anticipated period of performance is 100 days from issuance of the Notice to Proceed (NTP).
