REQUEST FOR QUOTE (RFQ) Date: July 21, 2026 Requesting Agency: Norfolk Naval Shipyard (NNSY), Portsmouth, VA 23709 Requirement Title: Rental of One (1) Combi-CBE 6000 Forklift NAICS Code: 532490 – All Other Miscellaneous General Purpose Machinery Manufacturing (Size Standard: $40,000,000) Product Service Code (PSC): W039 – Lease or Rental of Equipment—Materials Handling Equipment Competition Type: Full and Open Competition 1. OBJECTIVE & BACKGROUND In support of NNSY’s mission to drive acquisition excellence, the rental of One (1) Combi-CBE 6000 Forklift (6,000 lbs. minimum) is required for Code 970 to promote efficiency and safety. The forklift will be used by Nuclear Refuelers to move material between tight rows of shelving, maximizing warehouse spaces for production and staging. Period of Performance (PoP): Base year of One (1) Year commencing from the beginning of the contract, plus Three (3) 12-Month Option Years. 2. PRICING & QUOTE SCHEDULE Vendors are requested to provide firm-fixed pricing for the base year and all option years. TECHNICAL CAPABILITY / SPECIFICATIONS Vendor shall certify that the equipment quoted meets each capability listed below by initialing at the bottom. TECHNICAL CAPABILITY/CONTRACTOR RESPONSIBILITY CERTIFICATION Vendor hereby certifies that his/her service meets or exceeds all specifications in this solicitation, in their entirety, with no exceptions. Initials: ___________ 4. CONTRACTOR RESPONSIBILITIES (SCOPE OF WORK) Maintenance: The contractor shall provide maintenance every 500 running hours, or yearly. Site Upkeep: The contractor’s technician shall maintain cleanliness within the area of the Combilift while performing maintenance, is responsible for their own tools, and must leave the working area in good condition (or return to correct it). Training: The contractor shall provide on-site personnel training on how to operate the machine before turning the Combilift over to NNSY. All-Inclusive Service: The contractor shall furnish all tools, labor, supervision, materials, and transportation necessary to provide safe, operable vehicles and service. 5. GOVERNMENT RESPONSIBILITIES & SITE ACCESS Access Hours: The government will make the area accessible for the contractor between 0720 to 1550. Work outside these hours requires government approval and will be at no cost to the government. Maintenance: The government is responsible for costs of additional approved/requested maintenance not covered under this agreement and will prevent any other contractor from repairing the vehicle. Security & Safety: Contractor will conduct service outside the CIA area (not in a yellow or red badge area). Contractors must follow Federal and State OSHA requirements, NNSY O0SHE program manual, and hazardous energy control (HEC/Lock-out Tag-out) procedures. Badging: A DBIDS card is required to gain access to NNSY. PED Policy: Portable Electronic Devices (PEDs). Personally owned camera-enabled PEDs are authorized inside the CIA and Security Islands, but unofficial photography, filming, and audio recording are strictly prohibited. 6. DELIVERY INSTRUCTIONS Location: Norfolk Naval Shipyard, Portsmouth, VA 23709. Inspection: The contractor shall provide the vehicle in safe and operational condition, free of rust, cosmetic defects, or damage. Vehicles will be inspected before acceptance by the Contracting Officer Representative (COR). Documentation: Document the condition of the vehicles in writing and provide a signed copy to the government representative. Correct any discrepancies or replace with a compliant unit. Notification: Inform the COR of the specific time and date of delivery. 7. INSTRUCTIONS TO OFFERORS (SECTION L) 7.1 Submission Requirements To be considered for award, offerors must submit a complete quote package. The package must contain the following documents: Price Proposal: Completed pricing schedule in Section 2, detailing the unit price and total amount for the Base Year and all three Option Years. Technical Certification: A completed and initialed copy of the Technical Capability / Contractor Responsibility Certification (Section 3). Representations & Certifications: A statement certifying that the offeror’s SAM.gov registration is active and the company is eligible for federal awards under NAICS Code 532490. 7.2 Communication and Questions All questions regarding this solicitation must be submitted in writing via email to the Contract Specialist listed below no later than 2:00PM EST on July 28, 2026. No oral questions will be accepted. Late submissions will not be evaluated. 8. EVALUATION FACTORS FOR AWARD (SECTION M) 8.1 Basis for Award The Government intends to award a Firm-Fixed-Price (FFP) contract resulting from this solicitation to the responsible offeror whose quote represents the best value to the Government. To be considered for award, the offer must: Be determined technically acceptable under Factor 1. Be determined responsible by the Contracting Officer in accordance with FAR Part 9. When all factors are the same; price shall be the last determinant under Factor 2. 8.2 Evaluation Factors The following factors will be used to evaluate quotes: Factor 1: Technical Acceptability The Government will evaluate the technical acceptability of the offered forklift based on a pass/fail (acceptable/unacceptable) system: Acceptable: The offeror has provided a completed, signed, and initialed Technical Capability Statement / Contractor Responsibility Certification certifying that the proposed Combi-CBE 6000 Forklift meets or exceeds all physical and performance specifications listed in Section 3 of this RFQ. Unacceptable: The offeror failed to submit a completed Technical Certification, or has indicated "No" to any of the required capabilities or specifications listed in Section 3. An "Unacceptable" rating under Factor 1 will render the entire quote ineligible for award. Factor 2: Price Pricing will be evaluated for completeness and reasonableness. Total Evaluated Price: For the purposes of evaluation and award, the Government will calculate the total evaluated price by adding the total price of the Base Year (CLIN 0001) and all three Option Years (CLINs 1001, 2001, and 3001). Evaluation of Options: In accordance with FAR 52.217-5 (Evaluation of Options), evaluation of options will not obligate the Government to exercise the options. From all acceptable quotes, price will then be considered to determine the best value for the government.
