Description

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Research Laboratory (NRL) intends to award a sole source firm fixed price contract to: SEMTECH Solutions, Inc.(CAGE Code 1SKK9) in accordance with FAR 13.5 procedures and 41 USC 1901 in order to provide the following services as detailed below to the Naval Research Laboratory, Washington DC (NRL-DC) Institute of Nanoscience. A solicitation will not be posted; however, any firm that beleives it can meet this requirement may give written notification to the Contract Specialist within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to provide comparable services in accordance with the Statement of Work. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. However, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The objective of this service contract is to maintain full operability of the Elionix model Boden-100 electron-beam (ebeam) writing system obtained from SEMTECH Solutions, Inc. and to minimize downtime for use of the instrument by NRL researchers. The below details enumerates the minimum requirements the vendor must perform during the course yearly of the service contract. All service is to be performed by a qualified service engineer trained in the operation, maintenance, and repair of the Elionix Boden-100 ebeam writing system. On-site service engineers must clear an abbreviated background check with submission and evaluation of SECNAV 5512/1 (or latest) form. Foreign national engineers are admissible with appropriate background check. On-site response time must be within 3 work days, on average, M-F, 8 AM–5 PM ET. The vendor will supply Elionix parts and consumables upon failure or expiration during the coverage period at no additional cost. Coverage will not include abuse, misuse, fire, water, flood, storm damage, or acts of nature. The vendor’s labor and travel expenses are to be included in the service contract. Third party components utilized in operation of the Boden-100 system are not covered under this contract but it is requested that best-effort be employed to maintain functionality of these components with the Boden 100 system. Third party components are attached only under advisement from SEMTech Solutions/Elionix Inc. The vendor will perform annual replacement of the thermal field emission (TFE) filament source and aperture component. The vendor will also complete alignment of the electron beam column and perform field stitch tests and verify conformance to system specifications. The vendor will provide on-site emergency visits M-F, 8 AM – 5 PM, excluding holidays. The vendor will provide unlimited phone support M-F, 8 AM – 5 PM, excluding holidays. The total period of performance of this service contract is Five (5) Years, consisting of One (1) Base Year, and Four (4) Option Years.
