Description

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 7, intends to award a firm-fixed-price contract for Portable Chiller Rental (550 Tons) for the Dublin VA Medical Center, Dublin, Georgia. This is a Combined Synopsis/Solicitation for commercial services prepared in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services, and the policies and procedures of FAR Part 13, as applicable. This acquisition is being conducted as a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The applicable NAICS Code is 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing. The Contractor shall provide all labor, materials, equipment, transportation, delivery, installation, operation, maintenance, and removal necessary to furnish a fully operational portable chiller system with a minimum capacity of 550 tons. The system shall be capable of supporting facility cooling requirements and must meet all applicable safety, environmental, and industry standards, including OSHA and NFPA requirements. All work shall be performed in accordance with the Statement of Work and all applicable federal, state, and local regulations. The Contractor shall ensure all equipment is properly installed, tested, and fully operational prior to acceptance by the Government. Submission Requirements Offerors shall submit a complete offer package to include: - Completed and signed SF1449 - Completed Price/Cost Schedule - Technical Capability demonstrating ability to meet the requirement - Past Performance information for similar services Submission of partial quotes, pricing-only responses, or incomplete offers will not be considered for award. All questions shall be submitted via email to the Contracting Officer no later than 4/20/2026 Monday at 12:00PM EST. Offers shall be submitted electronically in accordance with the instructions provided herein. Questions received after this deadline will not be considered. BASIS FOR AWARD Award will be made to the lowest priced offeror whose technical capability is rated Acceptable. The Government reserves the right to award without discussions. Failure to comply with solicitation requirements, including submission of required documentation and signed provisions (including VAAR 852.219-73 and 852.219-75), may render the offeror ineligible for award
