Pre-solicitation Notice – Protestant Music Service Support, USAG Bavaria (Rose Barracks), Germany Pre-Solicitation Number: PAN409-26-P-0000-027998 Classification Code: G002 – Social-Chaplain Services NAICS Code: 711130 – Musical Groups and Artists 1. Introduction and Pre-SolicitationDetails The 409th Contracting Support Brigade(CSB) intends to issue a solicitation for afirm-fixed-price, non-personal services con-tract to provide Protestant Music Service Support at the Rose BarracksCommunity Chapel (Building 218) and other designated event locations on USAGBavaria, Germany. The contractor will be re-sponsible for planning, coordinating, and performing musical and choral selectionsto support the Rose Barracks ReligiousSupport Office (RSO) for weekly worship services (52 units/year), special seasonal and ceremonial services (16 units/year),and weekly rehearsals (68 units/year). The government anticipates a five-year periodof performance consisting of a 12-monthbase period (scheduled to begin 15September 2026) and four (4) consecutive12-month option periods extending through 14 September 2031. 2. Compliance and Security Regulations This acquisition is conducted in accordancewith FAR Part 12 (Acquisition of CommercialProducts and Commercial Services).Because performance will occur on a secure U.S. military installation in Germany, the contractor must comply with all local force protection, physical security, and base access procedures, including completing mandatory training such as AT Level I, iWATCH, and OPSEC within designated timeframes. Payment will be processed monthly on a per-service unit basis through the Wide Area Work Flow (WAWF) system upon verification of invoices and the com-pleted USAG Bavaria RSO Service Rendered Form. 3. Instructions and Disclaimer All capability statements must be submitted electronically to the ContractingSpecialist Jean Carlos Silva at jean.c.silva2.mil@army.mil no later than 28July 2026. Submissions should include thevendor's company name, and a summary of relevant experience. Any questions or requests for clarification regarding this solicitation must be submitted in writing no later than 21 July 2026 to ensure a timely response. Please note that the Government will notreimburse any costs associated with pre-paring or submitting responses to this Pre-soliciation.
