Description

The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the Wareham Harbor Federal Navigation Project, located in Wareham, Massachusetts. This procurement is a Small Business Set Aside Invitation for Bid (IFB). The NAICS code for the work is 237990 with a size standard of $37M. Construction is expected to take about five months to complete. The estimated construction cost is $1,000,000 to $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The Wareham Harbor FNP consists of a 2.4 mile long, 9-foot deep Mean Lower Low Water (MLLW) channel. The channel is comprised of several reaches of varying widths (100-ft to 250-ft widths) to include the entrance channel through Cromeset Neck Reach, Quahaug Bar Reach, Parkwood Beach Reach, and the Inner Harbor Reach. The proposed work consists of mechanically dredging up to appropriately 52,000 cubic yards (CY) of shoaled material over a 10.2-acre area. Most of the material is fine-grained/silt and will be transported by scow and placed at Cape Cod Bay Disposal Site (CCBDS), approximately 35 miles away. Transit from Wareham to CCBDS will occur through the Cape Cod Canal. A smaller portion of the material is sand (approx. 1,000 CY) and will be placed beneficially at a nearshore site off of Church's Beach in Cuttyhunk, Massachusetts (approximately 28 miles away). Dredging operations can start on July 1, 2026 for maintenance dredging using a mechanical dredge and placement in open water at CCBDS and Church’s Beach Nearshore Placement Site. All work must be complete by December 31, 2026. In order to accomplish all dredging requirements within the specified dredging window the Contractor will need to meet a production rate of at least 28,500 CY per 30 consecutive calendar day period. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about mid-November 2025. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the System of Award Management website (https://www.sam.gov/) and the Procurement Integrated Enterprise Environment (https://piee.eb.mil/).
