Description?
This notice is being published in accordance with the Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is 10 U.S.C. ? 2304(c)(1), as implemented by FAR 13.106-1(b), ?Soliciting from a single source for purchases not exceeding the simplified acquisition threshold.? The United States Army Corps of Engineers (USACE) Baltimore District (NAB) intends to solicit and award a firm-fixed-price sole source contract to Mirion Technologies (Canberra), Inc. Inc. to service, repair, and calibrate two non-operational in-situ Object Counting System (ISOCS) detectors. These include one (1) electrically cooled ISOCS detector (AEGIS model) and one (1) liquid nitrogen-cooled ISOCS detector (GC6020 model). Both detectors are to be fully restored to operational status. This includes diagnostic testing, execution of all required repairs including additional or unforeseen repairs necessary to restore full functionality, and final calibration and/or characterization to ensure accurate and reliable performance. Mirion Technologies (Canberra), Inc. is the sole manufacturer of the system and is the only source with the proprietary expertise, components, and calibration infrastructure required to perform the full range of necessary services and ensure restored compliance with applicable safety and performance standards. The Mirion ISOCS system is technologically unique and is the only in situ gamma spectroscopy system on the market that provides the capabilities required by USACE to perform near real time data analysis in the field. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they meet the requirement. A determination to compete this proposed acquisition based upon responses to this notice is solely at the discretion of the Government.
