***This notice is for market research purposes only and no award shall be made in response to this notice*** To provide helicopter operations for transport of personnel and light lift materials to remote sites located within the Joint Pacific Alaska Range Complex (JPARC) in Eielson AFB, Alaska. (This is a follow-on requirement from contract number FA521521R0015). PWS attached for reference and specific details. The Contractor will provide 130 hours of light weight helicopter logistics and operations capable of transporting 2 (two) range personnel and up to 100 pounds of internal /external equipment to and from the JPARC remote sites. The Contractor will provide 130 hours of medium weight helicopter logistics and operations capable of transporting 4 (four) range personnel and up to 500 pounds of internal/external equipment to and from the JPARC remote sites. The Contractor shall be able and qualified to fly under Instrument Flight Rules (IFR) to provide 50 hours of medium weight helicopter logistics and operations capable of transporting 4 (four) range personnel and up to 500 pounds of internal/external equipment to and from the JPARC remote sites for flights departing before morning civil twilight and landing after evening civil twilight. The systems and subsystems enable the JPARC management organization to support critical U.S. and Coalition Armed Forces Joint Service combat training exercises such as RED FLAG-Alaska (RF-A) and other Major Flying Exercises (MFEs). If helicopter support operations are not fulfilled, systems associated with the management of the JPARC will be unreachable during the winter months, potentially resulting in damaged/destroyed equipment, fuel spills from unmaintained generators and tanks, and many other hazards.
