Description?
The U.S. Department of Energy, Office of Inspector General, Cyber Investigations and Intelligence Services (CINIS), intends to negotiate on a sole source basis with Vound Software for Intella Pro software licenses. The anticipated period of performance is a 12-month base period with two (2) one-year option periods. Intella Pro is a specialized digital forensic and eDiscovery platform required by CINIS to support cyber investigations and intelligence operations. The software provides critical capabilities including advanced indexing and keyword search across millions of files, email threading and conversation reconstruction, data visualization through social link graphs and cluster maps, deduplication, support for forensic image formats and mobile device extractions, and processing of large-scale evidence sets involving hundreds of gigabytes or terabytes of data. CINIS currently utilizes Intella Pro in its investigative workflows, and continuity of this platform is essential to maintain operational effectiveness and case integrity. This notice of intent is not a request for competitive proposals. However, interested parties who believe they can meet the requirements described herein may submit a capability statement demonstrating their ability to provide equivalent functionality. Responses must be received no later than 10 days from posting date and should be submitted to Sheila Vigil at sheila.vigil@hq.doe.gov. The written response must include a general statement about this work, past performance, information for a similar product. A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the future. No solicitation is available for this requirement. No telephone calls will be accepted.
