Description

SCOPE OF CONTRACT This firm-fixed-price (FFP) contract requires tree thinning and hand piling services for silvicultural purposes to increase tree health, vigor, and and to help create conditions that will lower the intensity of potential wildfires. Areas will be treated by hand thinning, hand piling, lopping, and scattering of slash as described in this Performance Work Statement (PWS) and as detailed in attached unit maps. Tree thinning will be accomplished by cutting less desirable tree species and retaining those that exhibit good growth characteristics such as vigorous growth, no signs of disease, and good position in the canopy. The technical specifications contained in the performance standards were developed based on site-specific stand conditions. Some units will require hand piling of contractor-created thinning slash to mitigate fuel loadings and potential fire control and intensity along or near roads, fences, property boundaries, select trees or other improvements. The contractor must, considering the given resource objectives, develop a plan of operation to accomplish these objectives and organize and direct all the equipment and personnel needed to fully accomplish the work. The Contractor must furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies and incidentals except those items, if any, listed as Government-Furnished property, necessary to complete the work requirements. The contractor is required to develop a Quality Control Plan (QCP) for government review and approval (refer to Attachments section). The quoter is advised to visit the work sites to determine average cut trees per acre prior to submitting its priced Schedule of Items. Determination of the range of trees to be cut per acre is the responsibility of the contractor. The offeror is responsible for determining the amount of work.
