PRE-SOLICITATION OFFUTT AFB 820 IS TROOP FEED BLANKET PURCHASE AGREEMENT 55 CONS/PKB ’ FA4600 106 PEACEKEEPER LN, STE 2N3, OFFUTT AFB, NE 68113 9 April 2026 Product/Service Code: S203 NAICS Code: 722310 Place of Performance: Offutt AFB, Nebraska Proposed Solicitation Number: Will be orally solicited outside of SAM.gov Closing Response Date: 24 April 2026 Proposed Solicitation Period: Oral solicitation will be sent within 3 weeks of response date Proposed Set-Aside: 100% Total Small Business Set-Aside DESCRIPTION The 820 IS has an ongoing requirement for the acquisition of meals for troops on IDT/UTA. 55 CONS is planning on awarding a BPA to 1 respective contractor to fulfill this requirement. The delivery of any or all, at differing quantities, of the following products must be available per order of these BPAs: Breakfast ’ Hot and ready to eat 0001 ’ Egg and Bacon/Sausage Option 0002 ’ Oatmeal, Yogurt, Fruit Option 0003 ’ Vegan Omelette, Fruit, Toast Option 0004 ’ Gluten Free: Egg and Bacon/Sausage Option 0005 ’ Turkey Wrap w/sides Option 0006 ’ Turkey Sandwich w/sides Option 0007 ’ Roast Beef sandwich w/sides Option 0008 ’ Chicken Wrap w/sides Option 0009 ’ Italian Sandwich w/sides Option 0010 ’ Vegan w/sides Option 0011 ’ Gluten Free w/sides Option 0012 ’ Chicken w/sides Option 0013 ’ Beef w/sides Option 0014 ’ Fish w/sides Option 0015 ’ Pasta with Salad/Bread Option 0016 ’ Vegan w/sides Option 0017 ’ Gluten Free w/sides Option The contractor must be able to deliver these items upon 15 day prior notice at a specified 30 time based on operational requirements. These items must be available for delivery twenty-four (24) hours per day, seven (7) days per week during winter operations (October ’ April yearly). Please see the Statement of Need (SoN) for more details on the scope of the proposed solicitation. The total ordering period for these upcoming BPAs will be a five year ordering period from the date of award. Delivery will be made to Offutt AFB, Nebraska. Offerors must be currently registered in the System for Award Management (SAM) and be a Small Business concern to be considered for award.
