Description?
Purpose of this Sources Sought Notice: The GSA, Office of Acquisition Management, Project Delivery Contracting Division - Central is conducting market research to identify qualified sources to determine availability and adequacy of potential sources with the capabilities and experience to perform the required work and gather feedback from industry regarding the use of commercial items and practices for this upcoming roof replacement project. This effort is in direct support of Executive Order (E.O.) 14275, "Restoring Common Sense to Federal Procurement" and Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 12 (GSA Class Deviation RFO-2025-12), which aims to make federal buying faster, simpler, and more aligned with commercial practices, while also promoting innovation in federal acquisitions. Project Description: The Government anticipates a requirement using RFO Part 12, Acquisition of Commercial Products and Commercial Services, for roof replacement services at the 11 West Quincy Court building, located in Chicago, Illinois. The project will involve removing existing roof drains, removing vegetated roof system, and associated construction down to the existing concrete roof deck, performing concrete deck repair, and installing a new conventional roof system including but not limited to a vapor retarder, roof drains, insulation, roof membrane, and copings. The estimated value of the project is between $1,000,000 and $3,000,000. The performance period is 225 days to achieve Substantial Completion upon issuance of the On-Site Notice to Proceed (NTP). The contractor must achieve Contract Completion, within 20 calendar days of Substantial Completion. The North American Industry Classification System Code is 238160 with a small business size standard of $19.0 million. See attached draft synopsis/solicitation package for more information. Provide SAM.gov Unique Entity Identifier. Draft Synopsis/Solicitation Package Feedback How clear and understandable is the draft solicitation package and the associated commercial clause list? Please explain the specific areas of confusion. Do you foresee any positive impacts or benefits with the use of commercial item practices and procedures? If yes, please describe the potential benefits. Are there any specific commercial clauses that you find particularly concerning? If yes, please identify the clause(s) and explain your concerns. Please be as specific as possible. Are there any terms you consider unacceptable or high risk? If yes, cite the term, explain the concern and suggest an alternative approach. Are there any administrative burdens or efficiencies anticipated by the commercial terms and conditions? If so, what are the specific burdens and/or anticipated efficiencies? Does the draft clearly preserve any construction-specific payment administration requirements where applicable without ambiguity?
