Description

This public notice is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12 and utilizing FAR Part 15 procedures. The solicitation is being released as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract competition. This contract shall include two performance areas to encompass all aspects of procuring new Digital Talking Book Machines and maintaining the new and existing stock at the Library. Performance Area 1 (PA1): DTBM DA2 Production, Parts, and Support This PA includes DA2 units, warranties, spare parts, software development, and other requirements described in Section C. NLS requires Digital Talking Book Machine (DTBM) version DA2 units in quantities sufficient to continue distribution to all audio readers enrolled in the program and maintain a reasonable stock to allow timely replacement of devices in the field to facilitate service, repair, or maintenance of removed devices. NLS requires support for those units including spare parts, software development, and warranty repairs. Performance Area 2 (PA2): Existing Device Support, Incumbent This PA includes proprietary spare parts and software development as described in Section C. NLS also requires repair and support services for the existing incumbent-manufactured NLS DTBM DA2 units (approximately 63,000). This includes spare parts and platform sprints to ensure the units remain safe, functional, and accessible so that the Library’s patrons have the fullest access to materials in the NLS collection. Please see all attachments for the full details of this requirement and instructions for submitting a proposal. Questions are due by 5:00pm eastern time, September 14, 2026. Proposals are due by 5:00pm eastern time, October 5, 2026.
