Apache Fire Control Radar

The United States Government (USG) Army Contracting Command – Redstone Arsenal (ACC-RSA) is seeking qualified sources to provide depot repair and sustainment support for the AH-64 Apache Fire Control Radar (FCR). The Contractor shall provide supply support and depot level maintenance of highly complex, electrical components of the FCR system. The Contractor will be required to provide all hardware, software, logistical support services, and engineering services deemed necessary to support and sustain the Apache FCR Program. Sustainment encompasses all necessary depot-level support elements, system components, test equipment, and the supply/retrograde infrastructure up to and including the Contractor Supply Support Activities. This effort also requires the Contractor to cover stock, storage, and issuance of the Legacy and Generation 2 Radio Frequency Interferometer components and depot repair at the Line Replaceable Module and Line Repairable Unit level within a specified performance time limit. Sources shall be required to provide the Original Equipment Manufacturer (OEM) cooperation with the USG technical engineers in combating the adverse impacts of obsolescence, diminishing manufacturing sources, and modifications resulting from obsolescence. The system is a propriety system developed by LONGBOW LIMITED LIABILITY COMPANY (LBL), and the Government does not possess the technical data package for this system. Therefore, this service is restricted to LBL, Cage Code 04WF2. The Statutory Authority permitting Other than Full and Open Competition for this action is 10 U.S.C. 3204(a)(1), as implemented by Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1 entitled “Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Nomenclature: AH-64 Apache Fire Control Radar Delivery Schedule: 60-month period of performance with five-priced ordering periods. Acquisition Method: This acquisition is anticipated to be awarded in accordance with (IAW) RFO 15, Contracting by Negotiation. Contract Type: The resulting contract is anticipated to be a performance-based hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract utilizing Firm Fixed Price (FFP) and Cost-Plus Fixed Fee (CPFF) task/delivery orders. Offerors are advised: THE GOVERNMENT FULLY INTENDS TO EVALUATE PROPOSALS AND AWARD THE CONTRACT WITHOUT DISCUSSIONS WITH OFFERORS. Therefore, initial proposals should be submitted containing offerors’ most favorable terms. The is a presolicitiaton notification, NOT a solicitation. No proposals or bids shall be submitted as a result of this notice. The closing date annotated is an estimate date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
