FT. THOMAS DOMICLIARY (FTD) ROOF INSPECTION FOR THE FT. THOMAS DOMICLIARY (FTD) - FT. THOMAS, KY QUESTIONS AND ANSWERS (RFIs) TO REQUEST FOR QUOTE (RFQ) NUMBER 36C25026Q0698 QUESTIONS AND ANSWERS RFI #1 Question: Is the full Performance Work Statement (PWS) or Statement of Work available yet, or will it be issued closer to the solicitation date? We currently only have the presolicitation notice. Answer: Yes. The PWS has been uploaded to www.SAM.gov RFI #2 Question: For the structural/decking framing assessment component, is a licensed Professional Engineer (PE) stamp/certification required on the report, or is a qualified visual and probe-based structural assessment sufficient to meet the requirement? Answer: PE Stamp is not required. RFI #3 Question: Is there a specific infrared thermography certification standard the Government requires (e.g., Infraspection Institute, InterNACHI, ASNT), or is any recognized industry certification acceptable? Answer: Specific infrared tech does not matter, must be able to determine water intrusion. RFI #4 Question: Will there be a site visit or walkthrough offered prior to quote submission? Answer: No. RFI #5 Question: We would like to know if someone has the roof size, number of buildings or any building plan we can use to draft a quote. Answer: SF is roughly the same as the 3rd floor ~25,000SF. There is only one (1) building. See attachment for roof plan. RFI #6 Question: We need additional information to quantify the number of roof areas, square footage, and method of accessing the roof areas to prepare a firm offer. Answer: One (1) roof area. SF is roughly the same as the 3rd floor ~25,000SF. Accessible from stairwell. See attachment for roof plan. RFI #7 Question: Is the roof assessment limited to the main building only, or does it include multiple buildings within the Ft. Thomas Campus? If multiple buildings are included, would you please identify the applicable building(s)? Answer: One roof area on main building (Building 64). RFI #8 Question: The Performance Work Statement indicates that existing roof and building floor plans will be provided when available. Could you please confirm whether these plans are currently available. Answer: Photos of existing drawings attached. RFI #9 Question: The PWS requires an assessment of the roof decking and structural framing where accessible. Could you please provide additional information regarding the anticipated accessibility of the structural framing (e.g., attic access, exposed framing, ceiling access, or other accessible areas)? Answer: Above ceiling from floor below. Floor below is currently vacant. RFI #10 Question: What is access to the roof? Answer: Roof is accessible via stairs. RFI #11 Question: What is the total size of the assessment area (SF)? Answer: ~25,000SF RFI #12 Question: Is the roof currently under warranty? Answer: No RFI 13 Question: Has environmental testing been performed? Answer: No RFI #14 Question: Can existing drawings be shared during the bid phase? Answer: Photos of existing drawings attached. RFI #15 Question: Are canopies included? Answer: No RFI #16 Question: Is the facility occupied and will it be in operation during the deck inspection? Answer: The facility is occupied and will be in operation during the inspection. The floor immediately below is vacant and accessible. RFI #17 Question: Is a structural assessment per IEBC adequate?  Or is an IBC assessment required? Answer: IEBC is adequate. RFI #18 Question: Can a drone be utilized for an IR scan? If so, can IR scan be performed during sunrise or sundown hours? Answer: Drones can be used in accordance with Ft Thomas, KY drone regulations. Time/day to be coordinated with COR once in construction. RFI #19 Question: Are RF antennas present? If so, is there interest in the winning contractor performing an RF survey (includes an RF heatmap)? Answer: RF Antennas may be present. No RF heatmap will be required. RFI #20 Question: Can windows be utilized for access for lower roofs? Answer: There is only one roof, accessible via stairwell. RFI #21 Question: Could you identify the roof system types for the approximately 15 roof areas (for example, EPDM, TPO, modified bitumen, built-up/ballasted, etc.)? This will help us determine the appropriate moisture survey methodology. Answer: Refer to existing drawings for roof type. RFI #22 Question: The PWS references existing roof plan files. Are those plans available to offerors before award, or will they only be provided to the successful contractor? Answer: Photos of existing drawings attached. RFI #23 Question: If limited test cuts or core samples become necessary to verify concealed roof conditions, would prior written approval from the VA be required before performing that work? Answer: Written approval is required prior to any destructive testing/investigation. RFI #24 Question: I would also appreciate clarification regarding the insurance requirement. If Nine3Six Solutions serves as the prime contractor and utilizes a qualified roofing inspection subcontractor to perform the on-site technical inspection services, does the solicitation require the prime contractor to maintain the insurance specified in the solicitation, or would the subcontractor's insurance satisfy that requirement for the services they perform? Answer: Yes, the prime contractor shall maintain the required insurance and not the subcontractor. RFI #25 Question: Lastly, I noticed Attachment VAAR 852.219-75 (Limitations on Subcontracting Certificate). Since this procurement is identified as a Total Small Business Set-Aside under NAICS 541350 rather than a VOSB or SDVOSB set-aside, could you please confirm whether that attachment is applicable to this acquisition? Answer: This has been rescinded (VAAR 852.219-75).
