Description?
The U.S. Army Contracting Command ’ Intelligence and Security Command (ACC-INSCOM) intend to negotiate and award a sole source effort for FAA approved Level D Full Flight Simulator requirement for pilot initial qualification and recurrent training of the Bombardier Global Express 6500 jet under authority 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2) ’ Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government requires access to a Global 6500 Level D (or military?equivalent) FAA certified FFS to conduct initial qualification, recurrent training, and proficiency requirements for Army aviators. Only one contractor possesses this Global 6500 FAA approved Level D simulator that meets these technical, regulatory, and configuration?specific requirements; they own and operate the sole Level D (or equivalent) simulator for the Bombardier 6500. FAA, level D, certification is essential to achieving the fidelity required for qualification credit and is not available from other training providers as of this notice of intent to sole source. The contractor shall provide classroom academics, FAA level D certified flight simulation, and required check ride to support initial and recurrent qualifications needed for the pilot requirements. The Government anticipates awarding a Firm-Fixed Price contract to fulfill this training requirement starting o/a 4th QTR FY26. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. This notice of intent is for informational purposes only and is not a Request for Proposal (RFP) or an Invitation for Bid (IFB). A formal solicitation will not be issued. While this is not a competitive solicitation, all responsible sources may submit a capability statement which shall be considered by the agency. Interested firms must demonstrate their clear capability to provide Global 6500 FAA approved Level D simulator training that meets these technical, regulatory, and configuration?specific requirements for this airframe.
