  "summary": "<p data-end=\"395\" data-start=\"238\">The City of Lawrence, Kansas is seeking proposals from qualified firms to provide comprehensive investment advisory and consulting services for its retirement plan (the &ldquo;Plan&rdquo;).</p><p data-end=\"466\" data-start=\"397\">The scope of services includes, but is not limited to, the following:</p><ul data-end=\"2237\" data-start=\"468\"><li data-end=\"568\" data-start=\"468\"><p data-end=\"568\" data-start=\"470\">Ongoing evaluation, analysis, and recommendations concerning the design and structure of the Plan;</p></li><li data-end=\"642\" data-start=\"569\"><p data-end=\"642\" data-start=\"571\">Review and recommendation of participant investment education programs;</p></li><li data-end=\"801\" data-start=\"643\"><p data-end=\"801\" data-start=\"645\">Monitoring, analysis, and guidance on emerging industry trends, innovations in plan design, new investment products, and developments in behavioral finance;</p></li><li data-end=\"913\" data-start=\"802\"><p data-end=\"913\" data-start=\"804\">Ongoing review and advisement regarding changes in applicable laws, regulations, and compliance requirements;</p></li><li data-end=\"1025\" data-start=\"914\"><p data-end=\"1025\" data-start=\"916\">Identification and promotion of best practices relevant to the Plan&rsquo;s administration and investment strategy;</p></li><li data-end=\"1174\" data-start=\"1026\"><p data-end=\"1174\" data-start=\"1028\">Evaluation and recommendation of investment offerings available to Plan participants, including the appropriate number and types of asset classes;</p></li><li data-end=\"1278\" data-start=\"1175\"><p data-end=\"1278\" data-start=\"1177\">Establishment of suitable peer group and index benchmarks for each investment option within the Plan;</p></li><li data-end=\"1354\" data-start=\"1279\"><p data-end=\"1354\" data-start=\"1281\">Development of implementation and exit strategies for investment options;</p></li><li data-end=\"1459\" data-start=\"1355\"><p data-end=\"1459\" data-start=\"1357\">Review and analysis of participant investment disclosures to ensure clarity and regulatory compliance;</p></li><li data-end=\"1589\" data-start=\"1460\"><p data-end=\"1589\" data-start=\"1462\">Performance evaluation of custodial and recordkeeping service providers, and assistance with replacement searches as necessary;</p></li><li data-end=\"1665\" data-start=\"1590\"><p data-end=\"1665\" data-start=\"1592\">Support in negotiating contracts with all Plan-related service providers;</p></li><li data-end=\"1781\" data-start=\"1666\"><p data-end=\"1781\" data-start=\"1668\">Drafting and/or review of contracts and related documentation prior to execution, subject to the City&rsquo;s approval;</p></li><li data-end=\"1879\" data-start=\"1782\"><p data-end=\"1879\" data-start=\"1784\">Evaluation of new investment products that may become available for qualified retirement plans;</p></li><li data-end=\"1964\" data-start=\"1880\"><p data-end=\"1964\" data-start=\"1882\">Coordination and communication, as requested by the City, with other Plan vendors;</p></li><li data-end=\"2046\" data-start=\"1965\"><p data-end=\"2046\" data-start=\"1967\">Assistance in assessing and improving vendor service quality and effectiveness;</p></li><li data-end=\"2122\" data-start=\"2047\"><p data-end=\"2122\" data-start=\"2049\">Benchmarking of vendor fees to assess reasonableness and competitiveness;</p></li><li data-end=\"2237\" data-start=\"2123\"><p data-end=\"2237\" data-start=\"2125\">Collaboration with the City and Plan vendors to support participant education initiatives on retirement savings.</p></li></ul><p data-end=\"2358\" data-start=\"2239\">The selected consultant will be expected to attend meetings&mdash;either in person or virtually&mdash;at City facilities as needed.</p><p data-end=\"2599\" data-start=\"2360\">The City intends to establish an ongoing relationship with a single consulting firm. While the initial contract term will be for one year, the agreement may be renewed annually, contingent upon satisfactory performance and budget approval.</p><p data-end=\"2673\" data-start=\"2601\">The anticipated start date for services is on or around January 1, 2026.</p><p>&nbsp;</p>",
