East Center Avenue Stormwater Improvements - Town of Mooresville

Description
The work will consist of the installation of new stormwater catch basins from Church Street to Statesville Avenue, to reduce street spread and capture sheet flow draining to the roadway. Additional 15” to 48” Reinforced Concrete Pipe (RCP) will be installed to redirect flow to the RSC system, while a 120 linear feet portion of 6’x6’ reinforced concrete box culvert (RCBC) will be replaced with an 8’x8’ RCBC with custom concrete headwalls, decreasing the slope between the roadway and the stream. Additionally, the existing waterline along East Center Avenue will be replaced with a new 8-inch water main. The upstream culvert headwall at McLelland Avenue will be replaced with a custom concrete headwall to enhance hydraulic efficiency. Two Regenerative Stormwater Conveyance systems (RSCs) at the outfalls of the East Center Avenue stormwater conveyance system, improving water quality, and reducing water volume reaching Dye Creek. The existing stream and floodplain of Dye Creek will be stabilized, promoting better stream health, and directing flow from the RSCs to Dye Creek. The project also includes the installation of a 12’-wide multi-use path (a stormwater educational corridor) spanning 1,200 linear feet, connecting existing trails to the downstream park and nature preserve.. Bids will be received for a single prime Contract. Bids shall be on a lump sum or unit price basis as indicated in the Bid Form. Prospective Bidders may examine the Bidding Documents at the Town of Mooresville Public Operations Building at 2523 Charlotte Highway, Mooresville, North Carolina 28117 on Mondays through Fridays between the hours of 9:00 am to 4:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. The Issuing Office for Bidding Document is Duncan Parnell ( https://bidroom.duncan-parnell.com/) . Documents may be obtained for a purchase price ($400.00) as listed on their website. All payments are to be made to Duncan Parnell. Prospective Bidders must purchase Bidding Documents directly through Duncan Parnell in order to be considered an official plan holder. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. A non-mandatory pre-bid conference will be held at 10:00 A.M. local time on February 11th, at the Mooresville Town Hall, Board Room, 413 N Main Street, Mooresville, North Carolina 28115. A site visit will be held immediately following the pre-bid conference. Bids will be accepted from Bidders that do not attend the non-mandatory pre-bid conference. Bid security shall be furnished in accordance with the Instructions to Bidders. Instructions to Bidders – For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. ADA Compliance – A qualified interpreter for the hearing impaired is available upon request at least 10 (ten) days in advance of the bid opening date. Please call the Public Services Department at (704) 663-7282 for more information. Bids may be held by the Town of Mooresville for a period not to exceed ninety one (91) days from the date of the bid opening for the purpose of reviewing bids and investigating qualifications of bidders. The Town also reserves the right to reject any and all proposals and to waive informalities or technicalities as it may deem to be in its best interest.
