Description
The District is releasing this solicitation with the intent to award a single contract for Bicycle Patrol Security Services. The District is seeking a qualified company to provide bicycle security and patrol services at the Del Mar Fairgrounds during the annual San Diego County Fair and during interim events throughout the year on an as-needed basis. Services include, but are not limited to, b icycle patrol to assist with the movement of emergency vehicles or large vehicles through guest crowds or through otherwise congested areas of the fairgrounds. Provide back-up for law enforcement, concerts, special events and special circumstances requiring quick and professional response during the annual San Diego County Fair and interim events. The use of subcontractors will not be allowed for this project. The District board and staff have been actively engaged in a strategic planning process that has elaborated on its purpose, mission, vision, and organizational values in pursuit of ensuring a quality experience to guests and patrons of the District properties including the Del Mar Fairgrounds, Surf &Turf Recreation Center, and Del Mar Horsepark. Proposer is encouraged to elaborate on its alignment with the District’s strategic direction. Any contract resulting from this solicitation will be awarded to the Proposer(s) whose proposal(s), as determined by the District, best meet(s) the requirements set forth in this RFP. The District will use the Primary Method evaluation process, as explained in the DGS Contracting Manual, Volume 1, at Section 5.20, et seq., whereby proposals must be evaluated and the contract awarded in the following manner: 1. Review all eligible proposals (i.e., those filed on time and in the manner prescribed) to determine which ones meet the format requirements and the standards specified in the RFP. Technical Proposals meeting the minimum standards and format requirements can then be rated or scored. Technical Proposal standards should be set so that every proposer deemed to meet the standards specified in the RFP could perform at the required level. 2. The sealed envelopes containing the Cost Proposal for those proposals that meet the format requirements and standards shall then be publicly opened and read. Cost Proposals submitted via OpenGov will be sealed until the Public Bid Opening date. The contract must be awarded to the lowest-cost responsible proposer. The award selection is based on a consideration of a combination of eligible proposals and the cost proposals to determine the proposer deemed most advantageous and of the greatest value to the District. The District may, at its sole and absolute discretion, reject any or all proposals, or parts thereof, or reject any item or items in this solicitation, and waive any irregularities or technicalities. The District may re-advertise this solicitation; postpone or cancel this solicitation, at any time, during the solicitation process. The decision as to who shall receive a contract award, or whether or not an award shall ever be made as a result of this solicitation, shall be at the sole and absolute discretion of the District. The District reserves the right to make an award without the consideration of option or renewal years, as the interests of the District may require.
