RFP for Professional Engineering Support Services for the OBAG 3 School St / Spruce Ave and Hillside Blvd Safety and Access Improvments

Description

General work description: The City of South San Francisco (City) is requesting proposals from qualified professional engineering consultants for design and technical support services for the OBAG 3 School St / Spruce Ave and Hillside Blvd Safety and Access Improvements Project (Project). It is the intent of the city to engage the most qualified consultant to provide the professional engineering support services as outlined in this Request for Proposal (RFP). Proposals submitted in response to this RFP will be used as a basis for selecting a Qualified Professional Engineering Consultant to provide professional engineering support services for this project. This project is located on School Street/Spruce Avenue between Hillside Boulevard and Beech Avenue and on Hillside Boulevard from School Street/Spruce Avenue to Claremont Avenue in the City of South San Francisco. The proposed physical improvements are immediately adjacent to the Martin Elementary School site. The Project supports Safe Routes to Schools goals by addressing safety and connectivity issues identified during a San Mateo County Office of Education School Walk Audit at Martin Elementary School conducted on April 28, 2022, geared towards meeting safety goals described in the Active South City Plan. The proposed physical improvements will provide street and sidewalk improvements on Spruce Avenue/School Street and on Hillside Boulevard. Improvements will enhance the safety of students walking or biking to Martin Elementary School and make the streets adjacent to the school more comfortable, safe, and convenient for all pedestrians and bicyclists. By creating a safe route and reducing user stress, the Project will encourage more students to walk and bike to school and will strengthen connection to area wide bicycle and pedestrian networks. The Project hopes to reduce motorized vehicle trips and encourage increased walking and biking among all community members, resulting in reduced air pollutants, improved public health and greater community cohesion. The contract performance period will be from the date of an approved and executed consultant services agreement (contract) between consultant and the City of South San Francisco, to fulfilling all tasks as outlined in the Scope of Services of this RFP or 5 years, whichever comes first, with an option for time extension to complete all services by Contract amendment. The professional engineering (PE) phase will utilize regional and local funds. The construction (CON) phase of the project will utilize regional, local, and Federal-Aid (OBAG 3) grant funds.
