Description
Pursuant to the Port St. Lucie City Code of Ordinance 35.07, this electronic Intake Request is being issued to establish a contract with a qualified proposer who will provide Project Title to the City of Port St. Lucie (hereinafter, “City”) as further described in this Intake. The City of Port St. Lucie, Florida (“City”) provides Potable Water, Wastewater, and Reclaimed Water services throughout the Utility Systems Department service area. The utility system includes: two (2) water treatment facilities, comprising of one (1) lime softening water treatment plant and two (2) reverse osmosis treatment plants. Given the projected population growth, a fourth water treatment plant will be necessary to meet future demands. Current Master Plan projections require partial operation by 2029. The City will contract the services of a qualified Progressive Design-Build Team to design, furnish, and construct a new 10 MGD Reverse Osmosis (RO) Water Treatment Plant with potential for future expansion to 30 MGD. The City intends to have 4 MGD in operation prior to full completion of the project to meet Master Plan projections. Included is additional building space to house the RO trains and other equipment, as well as office space for administration and operations personnel. The office space for administration and operations personnel will be a part of the membrane treatment building. The project includes but is not limited to planning, design, permitting, construction, and other services to deliver a ‘turn-key” project. The new Water Treatment Plant and related improvements (hereinafter described collectively as “New Water Treatment Plant”) will be constructed at the existing Rangeline Repump Station site located at 11650 SW Range Line Road, Port St. Lucie, Florida. Note that this address will likely be changed to Discovery Way. The City is seeking Statement of Qualifications from qualified firms for the provision of owners’ representative services relating to the progressive design-build activities for the new water treatment plant, in accordance with the terms, conditions, and specifications contained in this Request for Qualifications.
