The City has made changes throughout the solicitation.</p><p><span data-ccp-parastyle=\"Body Text\">The purpose of this solicitation is to contract for </span><span data-ccp-parastyle=\"Body Text\">Environmental Sampling, </span><span data-ccp-parastyle=\"Body Text\">Oversight</span><span data-ccp-parastyle=\"Body Text\">, and Monitoring services</span><span data-ccp-parastyle=\"Body Text\"> on an as needed</span> <span data-ccp-parastyle=\"Body Text\">basis</span><span data-ccp-parastyle=\"Body Text\"> by the City of Seattle (the City)</span><span data-ccp-parastyle=\"Body Text\">.&nbsp; </span><span data-ccp-parastyle=\"Body Text\">The services are </span><span data-ccp-parastyle=\"Body Text\">anticipated</span><span data-ccp-parastyle=\"Body Text\"> to be used primarily by</span><span data-ccp-parastyle=\"Body Text\"> Seattle</span> <span data-ccp-parastyle=\"Body Text\">Parks</span><span data-ccp-parastyle=\"Body Text\"> and Recreation (SPR)</span><span data-ccp-parastyle=\"Body Text\"> and S</span><span data-ccp-parastyle=\"Body Text\">eattle </span><span data-ccp-parastyle=\"Body Text\">P</span><span data-ccp-parastyle=\"Body Text\">ublic </span><span data-ccp-parastyle=\"Body Text\">U</span><span data-ccp-parastyle=\"Body Text\">tilities (SPU)</span><span data-ccp-parastyle=\"Body Text\">.&nbsp; </span><span data-ccp-parastyle=\"Body Text\">Other City Departments may </span><span data-ccp-parastyle=\"Body Text\">utilize</span><span data-ccp-parastyle=\"Body Text\"> the resulting contracts at their </span><span data-ccp-parastyle=\"Body Text\">option</span><span data-ccp-parastyle=\"Body Text\"> for the same </span><span data-ccp-parastyle=\"Body Text\">services; however,</span><span data-ccp-parastyle=\"Body Text\"> the City does not guarantee use of this contract by any City Department. Vendors may bid on one, multiple or all of the following categories:</span></p><ul><li>Category 1: Environmental Sampling</li><li>Category 2: Construction Environmental Oversight</li><li>Category 3: Monitoring and Operation of Remediation Systems</li></ul><p>The City of Seattle has an increasing demand for technical support to conduct environmental sampling, monitoring, and oversight for small and large projects, ongoing site remediation, permit compliance and on-call environmental field discoveries.</p><p>To meet the City&rsquo;s environmental monitoring needs, the contracted vendors must provide highly accurate performance for data collection, analysis, and reporting that meet the general industry practice.</p><p>The City currently has several contracts for some of the services listed in this Invitation to Bid (ITB), but none cover the full range of services needed to support City projects. This includes a pool of contracts bid previously under the title Facility Environmental Survey &amp; Assessment Services, which are now due to be rebid. The average annual spend on the Environmental Sampling, Oversight, and Monitoring Services pool of contracts is anticipated to be around $300,000 per year. &nbsp;In effect, this is a new ITB for an expanded list of Environmental Sampling, Oversight and Monitoring Services, and bidders are encouraged to review the full suite of services requested in this ITB. This ITB will replace the following Facility Environmental Survey &amp; Assessment Services contracts: #3024 with NVL Laboratories, #3071 with Adapt, #3072 with PBS Engineering and Environmental, #3073 with EHS International and #6060 with McAlister GeoScience.</p><p>Contracted vendors must meet any reporting criteria set by the Washington State Department of Ecology (Ecology) and any other State or Federal agencies where applicable. &nbsp;The vendors must be able to perform the scope of work for each service category for which a bid is submitted and be able to follow the project(s) specific scopes of work provided by and agreed upon with the Project Manager(s).</p>",
