Description
The City of Banning (“City”) is seeking a qualified entity or individual (“Company”) to provide the services listed in the Scope of Work. Introduction The City of Banning is soliciting proposals from firms with demonstrated experience in conducting assessments to expand broadband network solutions to unserved and underserved areas in support of economic advancements in a disadvantaged community. The consultant will be tasked with identifying quality solutions for deployment of reliable, high-performance broadband access in Banning to improve education outcomes, business retention, business expansion, and provide opportunities for high-quality employment. This project will address broadband capacity and connectivity concerns critical to Banning’s growth and future economic resiliency. This feasibility study, funded by a State of California Local Agency Technical Assistance (LATA) grant, will enable the City to address broadband capacity and connectivity concerns critical to Banning’s growth and future economic resiliency and make informed decisions related to workforce retention and economic growth. Extending broadband throughout Banning will provide economic sustainability for several economic drivers, including logistics, housing development, media and entertainment, healthcare, and retail. Keeping Banning’s skilled workforce anchored locally instead of migrating to areas with fiber optic broadband will retain and attract businesses to Banning’s growing population and economy. In addition to growing the working economy within the City of Banning, broadband availability will enable families working and schooling from home to access reliable, high-speed internet that multiple users can access simultaneously. With the increased ability to work from home or a live/workspace, the project will promote environmental sustainability by reducing greenhouse gas emissions from commuting. Objective The proposed project is focused on studying the feasibility, costs, and alternatives for extending fiber optic broadband throughout the City of Banning. The City is committed to establishing a solid foundation to assess how to provide this essential broadband service to unserved and underserved areas. A goal of the City is to develop a comprehensive range of water, wastewater, electric utility, public and emergency services and facilities that adequately, cost-effectively, and safely meet the immediate and long-term needs of the City. Providing a full range of dependable, cost-effective, and conveniently located public buildings, services, and facilities that meet the entire community's functional, social, and economic needs is critical to creating a vibrant and resilient economy. Expanding the broadband network to serve these City facilities with telecommunication and Supervisory Control and Data Acquisition (SCADA) communication systems specifically for water, wastewater, and electric utilities will dramatically improve operations and the quality of services rendered by the City. The City will strive to identify strategies that allow for favorable positioned broadband infrastructure for both community-based and utility-based services. This feasibility study will assess the City’s ability to create shovel-ready, last-mile, detailed network designs to connect the unserved and underserved community to fast, reliable broadband service that meets up-to-date bandwidth requirements, and provides open access and 24/7 customer support. This feasibility study will produce an assessment of the City’s ability to pursue and complete construction projects related to the buildout of Banning’s broadband network, as the LATA Grant will not fund any construction. Any detailed engineering plans generated as a result of this study are expected to be used for future construction projects funded by other anticipated state and federal funding. The City anticipates selecting one firm to perform the services. Proposals are requested from Companies that have a demonstrated ability to perform the tasks identified in this Request for Proposal (“RFP”).
