Description
The City is soliciting proposals from qualified organizations to provide administration of: Flexible Spending Accounts (Health Care and Dependent Care) COBRA Retiree Direct Billing Non-discrimination Testing The effective date of service will be July 1, 2025. Offerors must bid on all four services: FSA, COBRA and Retiree Direct Billing administration, plus Non-discrimination testing. Offers that include only one, two, or three of these components will not be considered. Please be aware that any resulting contract from this process will be net of commissions . ASI is the City’s current FSA, COBRA, and Retiree Direct Billing administration vendor. ASI also conducts the City's non-discrimination testing. Offeror must agree to integrate with Workday for enrollment data, payroll-deducted contribution data, COBRA-related data, and non-discrimination testing data, and to bear the cost for the City to program new integrations. Failure to meet this criteria will result in the offeror being deemed non-responsive and will not be considered for evaluation. Offeror also must agree to provide an option to the City for entering Retiree Direct Billing (RDB) member data through Offeror's employer portal. Within Offeror's employer portal and reporting, the City must be able to easily distinguish RDB members from COBRA members; RDB members must further be identifiable as either TSRS (civilian retirees) or PSPRS (public safety retirees). In the future, the City also may elect to offer a limited purpose FSA, which also would be administered by the successful Offeror under this contract. Employees who elect to participate may be required to pay a bi-weekly fee for participation in all or part of the program, or at its option, the City may pay fees associated with program administration. Offerors must detail in their submittals all fees relating to claims processing, communications, plan documents, debit cards, COBRA administration, RDB administration, non-discrimination testing, as well as any other fees associated with the program. If a fee is not stipulated in the Financial Workbook section of Contractor’s proposal, the related service will be considered to be included in the specified fees at no additional cost beyond what is specified in the Financial Workbook. Offeror's submission must include the following: Signed Offer and Acceptance form Completed Method of Approach questionnaire Completed Qualifications and Experience questionnaire Completed Financial Workbook Completed Deviations and Exceptions form If you have no deviations or exceptions, submit the form indicating, "None" Questions regarding this RFP should be directed to Principal Contract Officer, Troy Rombough at troy.rombough@tucsonaz.gov .
