Description
The City of Norfolk (“City”), Norfolk Public Schools (“NPS”), and Norfolk Redevelopment and Housing Authority (“NRHA”), hereafter collectively referred to as the “Consortium”, seek to procure a Contractor to administer a fully-insured voluntary vision benefit plan for active employees and non-Medicare eligible retirees and their dependents for a five (5) year period effective January 1, 2023 with an option to renew on the same terms and conditions for two (2) additional on-year terms at the sole discretion of the Consortium. By submitting a proposal to this RFP, it is expected that the offeror is indicating an understanding of the RFP requirements. Offeror must remain duly licensed and in full compliance with all federal and state regulations governing employer sponsored health plans. The Contractor shall assist the Consortium to meet the following objectives: Cost-effective solution that will match current benefit design and provide high quality service and choice to its covered employees, non-Medicare retirees, and their dependents through a network of providers; Provide timely, responsive customer service to enrollees and staff responsible for plan administration; Minimize disruption in the vision network, and expand the network where possible; Achieve maximum savings for employees, retirees, and their dependents. The Contractor must remain duly licensed and in full compliance with all federal and state regulations governing employer sponsored health plans.
