Description
Through this Request for Proposals (RFP), the City of Banning (City) is requesting Design-Build Proposals from short-listed Design-Build Teams (Respondents, Design Builders, or DB Teams) to perform Progressive Design-Build (PDB) services for the City of Banning Wastewater Treatment Plant and Recycled Water Upgrades Project (Project). The Project will include the completion of the Project design, permits, and construction services, subject to a strictly constrained and managed budget of $60 million inclusive of all design and construction cost, start-up and commissioning, permitting, project management services, construction management services and City held contingencies. The City is undertaking the proposed Project based on the requirements identified by SB991, which allows PDB on any project over $5 million in value that stores, treats, or conveys water. On March 22, 2024, the City issued a Request for Qualifications (RFQ) for the Project. Statements of Qualifications (SOQs) were received from Respondents on May 3, 2024. The City evaluated responsive SOQs and in accordance with the RFQ, the City shortlisted the following three (3) Respondents: AECOM Lyles JV Innovative Construction Solutions PERC Water Corporation Only these three (3) Respondents are eligible to receive and respond to this RFP. Respondents to this RFP will be requested to advance the design and provide detailed input as to the design and construction of the Project, including benefits to the Project’s reliability, ease and extent of upgrades and expansion and interconnection, and sustainability. Award of the Design-Build Contract will be made utilizing a best value selection process and will consist of an evaluation of multiple factors as set forth in this RFP. Procurement Schedule A summary schedule of the major activities associated with this solicitation process is provided in the timeline under Section I.C below. This procurement schedule is based on the City’s intent to execute a Design-Build Contract and issue a Notice to Proceed (NTP) in December 2024. The deadline is based on the City’s objective to achieve substantial completion of the Facilities and is anticipated to be September 2027. All dates are subject to change at the discretion of the City. Procurement Objective The City is seeking a qualified Respondent to design, construct, and provide reliable and cost-effective recycled water for the City. The objectives in utilizing the design-build delivery process include the following: A treatment facility with a maximized capacity (up to 3.6 MGD) that stays within budget constraints. Effluent water quality that meets Title 22 tertiary disinfected water requirements, impending RWQCB limits, and Beaumont Basin maximum benefit objectives. A collaborative environment where costs and contingencies are clearly defined for decision-making processes. An optimized schedule to meet funding requirements. Delivery of a high-quality design that incorporates high-quality materials, equipment and workmanship through sound engineering and selection of proven technologies. A Project that allows for ease of operation and flexibility while providing durability and energy efficiencies related to long-term operation and maintenance. A Project that is low in capital and operating cost , yet high in value . A treatment facility that can easily be expanded . A design that may incorporate renewable energy and/or tax benefits to the City. Optimal risk allocation and clear assignment of performance responsibilities to a single contracting entity through design and construction. Full and appropriately balanced integration of key design, construction, and quality assurance and quality control personnel in all aspects of the Project development
