Olivehurst Roadway Climate Resiliency Project - RFP for Constructability Review & Construction Management Services

Description
This Request for Proposals (RFP) solicits a proposal for consultant services to provide a constructability review of the plans and specifications and perform pre-construction services, construction management/inspection, and construction contract administration services to augment existing County construction staff as necessary for the Olivehurst Roadway Climate Resiliency Project, a State and locally funded project. The proposal with a statement of qualifications and detailed scope of work submitted in response to this RFP, will be used as the basis for selecting a consultant for the Olivehurst Roadway Climate Resiliency Project. These services will consist of two agreements, with a separate agreement for task 1and tasks 2-10. The first task will be awarded with the intent to provide constructability reviews of the plans and specs and pre-construction services. Task 1 services will be executed under the PE phase of the project and will commence immediately upon consultant selection. Tasks 2-10 will consist of performing construction management for the construction of the Olivehurst Roadway Climate Resiliency Project. The task 2-10 agreement will not be awarded until construction funds have been authorized, and after the successful CONSULTANT has passed a Caltrans pre-award audit; and has not changed any personnel or any sub-consultants submitted in the statement of qualifications for this RFP without written approval from the COUNTY. The County reserves the right for any reason to not award task 2-10 services to CONSULTANT. The Olivehurst Roadway Climate Resiliency Project outcomes include a resilient transportation infrastructure that will not be vulnerable to localized flooding during extreme precipitation events along with the addition of multi-modal transportation facilities to promote walking and bicycling. Work will primarily include installation storm drain systems, curb, gutter, sidewalk, ADA ramps, bike lanes, striping, and traffic control devices in the community of Olivehurst, California. The improvements encompass the full lengths of 2nd Ave, 3rd Ave., 4th Ave., 5th Ave., 8th Ave., Canal St, Beaver Ln., Tulsa Ave. The project also includes the following segments: 6th Ave. from West End to Olivehurst Ave., 9th Ave. from Western Ave. to Olivehurst Ave., 10th Ave from Western Ave to Olivehurst Ave., 11th Ave. from Western Ave. to Olivehurst Ave., and Western Ave. from 2nd Ave. to 11th Ave. Associated road rehabilitation and improvements associated with drainage will also be accounted for in the project improvements. 2. Background The Construction Administration team within Public Works currently manages all aspects of the construction administration of the Departments improvement projects. The selected consultant will need to have the ability to supplement the current Division staff with the following staff members at a minimum (consultant to propose appropriate staffing level); Resident Engineer, Assistant Resident Engineer, Office Engineer, Construction Inspector(s), Specialty Inspector (storm water, materials inspections for concrete, steel, backfill and engineered fill), and administrative personnel as necessary. The Construction Administration team expects the consultant staffing to have extensive experience managing/inspecting local agency type projects closely related to these types of improvements. The professional construction management services requested will pertain to a comprehensive road improvement project, under the auspices of the Local Transportation Climate Adaptation Program (LTCAP). Information about the LTCAP can be found at: https://catc.ca.gov/programs/local-transportation-climate-adaptation-program . This project will be funded by state and local funds, a majority of which will be from the state's LTCAP grant. This project will provide safer communities by enabling pedestrians to commute on sidewalks and bike lanes where they currently don't exist, and by reducing greenhouse gas (GHG) emissions. 3.
