The City of Surprise currently is self-funded and has their own self-funded medical and pharmacy programrust. Blue Cross Blue Shield of Arizona is the current plan administrator, network and stop loss insurance carrier. Pharmacy benefits are "carved out" with Optum Rx acting as the Pharmacy Benefit Manager (PBM) inside the Employers Health coalition. Proposals for PBM are not currently being requested (please do not ask if you can provide a proposal in this area). The City currently has appropriately 1,000 active full -time employees with 850 currently participating in their medical plans.
