Description
I. Project Description The City of Norfolk (“City” or “Owner”) desires to contract with an experienced and qualified Private Entity under the Public Private Education Facilities and Infrastructure Act of 2002, Code of Virginia §56-575.1 et seq. (“PPEA”), and in accordance with City Code Section 33.1 Article IX Guidelines for Proposals Under Virginia’s Public-Private Education Facilities and Infrastructure Act, for the design and construction of a new parking garage (hereinafter referred to as “Project”). This Request for Proposals (“RFP”) describes the Project in greater detail below. The Project includes the design and construction of a new vehicular parking garage on the current site of the Brambleton Surface Lot bounded by Brambleton Avenue, Saint Paul’s Boulevard, and East Bute Street. The garage is expected to be adjacent and connected to a private multi-story residential and commercial development that is currently being designed and will be constructed by others. The City desires approximately 535 (minimum 500) vehicular spaces in the garage. The following Attachments to this RFP give further definition to the Project and the Site. Those Attachments which describe the Site conditions are the best available to the City, however the Proposer is responsible for confirming any conditions that may affect its Proposal (CAD versions are not available.): 1.2.1. Attachment A: Topographic Survey. This survey is believed to have an error in the location/orientation of the property boundary line, which may impact the relative location of the topographic features shown. This information is provided for general consideration in developing a Conceptual Phase Proposal, but Proposers are encouraged to verify any data on which it may rely for its Proposal. 1.2.2. Attachment B: East Bute Street Garage Concept. This series of conceptual drawings demonstrates the approximate dimensions, orientation, elevations, and other characteristics to facilitate coordination of the garage and the adjacent and attached residential/commercial development. It is expected that the successful Proposer will make necessary adjustments to fully coordinate the two developments during the design phase. Special care must be given to the proposed garage concept to allow proper connections between the two developments; however, each design-builder in its conceptual proposal may offer its own layout and features that it believes represent the most advantageous design concept. 1.2.3. Attachment C: Approved Residential/Commercial Development Concept. This document is the approved submittal for the Seventy Eight at Saint Paul’s development by Bruce Smith to the City of Norfolk’s Architectural Review Board. Comments and conditions to the approval are indicated on the document. 1.2.4. Attachment D: Draft Subdivision Plat. This draft plat, subject to revision pending further development of the design concepts for both the garage project and the residential/commercial development, shows the intended location of the parcel on which the parking garage will be situated, and access and utility easements serving the two developments. Unless otherwise approved, these represent the limits of development to which the design-builder may propose permanent improvements. Any proposed variance of the improvements from the limits indicated must be called out by the design-builder in its proposal. 1.2.5. Attachment E: Parking Garage Design Guidelines. This document was developed by the City for the purpose of providing general guidelines and desired design features and conditions for a public garage. It is not necessarily intended for any specific garage, but rather it is understood that unique site conditions, project characteristics, or budgetary constraints may dictate the characteristics that are achievable or advisable. The Proposer is encouraged to make strategic design choices and integrate the desired characteristics to the extent practicable. 1.2.6. Attachment F: Report of Subsurface Exploration and Geotechnical Engineering Services for St. Paul’s Place dated December 17, 2021. This document references proposed improvement locations that have since been revised but nevertheless provide geotechnical information for the Project site. 1.2.7. Attachment G: Phase 1 Environmental Site Assessment for 698 Saint Paul’s Boulevard Property dated October 13, 2021 1.2.8. Attachment H: Limited Site Investigation Report for 698 St. Paul’s Boulevard Site dated December 21, 2021
