Project Purpose The City of Beaverton (City) is conducting a major update to its Transportation System Plan (TSP). The update will define a safe, equitable, and climate-forward vision for how people, goods, and services move around Beaverton. The TSP will set transportation goals, policies, and performance metrics for the City to support city adopted land use plans and help implement broader, communitywide goals. The TSP must be consistent with Metro’s Regional Transportation Functional Plan (RTFP) and Oregon’s recently updated Transportation Planning Rules (TPR). This will ensure local, regional, and state transportation systems operate seamlessly and that Beaverton is doing its part to advance collective state and regional goals to improve people’s safety and wellbeing, reduce climate pollution, and sustain a vibrant economy. Beaverton’s current transportation system will be analyzed in relation to who the system is serving, how well it is serving them, and the shared future the community expects the transportation system to support. Transportation needs and opportunities will be identified, and an investment strategy will be created with the community. The strategy will help people and goods get to where they need to go safely, reliably, conveniently, and sustainably. It will do this while simultaneously creating a vibrant community with places that embody what the community values. An emphasis will be placed on approaching the transportation system from a holistic, people-first/safety-first perspective, with a proactive design, policy, and investment approach, to get the collective outcomes the community desires. Project Area The geographic area for this project includes all incorporated land area within City limits. However, the project recognizes transportation needs do not stop at city boundaries. The City has neighboring edges with the City of Tigard, City of Hillsboro, City of Portland, and unincorporated parts of urbanized and rural Washington County. Similarly, several other jurisdictions and agencies have control over transportation facilities and services that operate within the City. Washington County and the Oregon Department of Transportation (ODOT) both own and maintain facilities in Beaverton and ODOT controls issues around rail right-of-way. TriMet, the regional public transit agency, operates public transit service in Beaverton and owns and/or maintains transit stops and stations in the City. Tualatin Hills Parks and Recreation District (THPRD) is responsible for various multi-use trails located in Beaverton. Beaverton School District (BSD) provides home to school bus service and staffs a Safe Routes to School program. The TSP effort must coordinate with all these administrative entities. Project Objectives This project will bring awareness to how past transportation and land use investments have resulted in the transportation options we have today, what is expected if we continue the trajectory of the past, and what could be possible if we choose an alternative path. To that end, Beaverton seeks to create a Transportation System Plan that: Is informed by community members’ lived experiences, perspectives, and ideas; Centers those most impacted by past policy choices or who are most socially or physically vulnerable in our current system, including communities of color, children, seniors, people living on lower incomes, and people living with disabilities; Creates a system where people can be less dependent on motor vehicles for travel, advancing the region’s mode shift goals; Provides people with and normalizes the use of active transportation options; Advances the city toward meeting its 2050 net zero carbon emissions goal and the Portland Metro region’s 20 percent reduction in greenhouse gas emissions from light vehicle travel in the metro area by 2035 ; Reflects and supports established City, State, and Regional policy goals for land use and density; Sustains vibrant local, regional, and state economies; Fosters human connection and builds social capital; Provides residents, business owners, developers, regional partners, and elected officials with a clear understanding of the city’s transportation vision, needs, and priorities; Describes an actionable path forward, both in the near-term and long-term, to achieving Beaverton’s transportation goals; Complies with state law.
